Study On The Transfer And Continuation Of Medical Security For Veterans Injured In Training

The smooth transfer connection of medical security for veterans’ training injuries is related to whether the worries of serving military personnel are resolved or not,which is the significant test of whether re-socialization process for veterans can be smoothly carried out after retirement.On October 16,2022,Xi Jinping reported at the 20 th National Congress of the Communist Party of China,“Strengthen the honor incentive and rights and interests safeguard incentives and rights of military families,and do well in providing services and protection for veterans.” Safeguarding the legitimate rights and interests and letting the benefits of veterans get guaranteed are not solving the actual difficulty of more than 57 million veterans,but also completing the theoretical study on medical security of veterans in our country.This article comprehensively studies the continuous guarantee of medical care for training injuries of our country’s veterans from the perspective of historical development,current construction,implementation status and comparison of related systems.Through the above research,this paper finds that the preferential treatment system is not perfect,the construction of the system is difficult,and the scope of the guarantee is difficult to define in the continuous guarantee of medical treatment for training injuries of retired soldiers in our country.Through research on the actual situation of training injuries of active-duty soldiers and the actual needs of medical protection for retired soldiers in K City,the research proposes to promote the construction of the system and service construction of continuous medical protection for training injuries of retired soldiers in our country,as well as the establishment of reserve funds to achieve bottom-line protection opinions and suggestions.In this paper,according to the security types,the retired veterans are divided into retired,disabled and general veterans.And the study is carried out from the perspectives of current constructs of medical security,current status of implementation and the comparisons between related systems.Through literature review,interview and questionnaire studying,it can be found that the veterans with training injuries but not enough to be assessed as disabled,and the ones without obvious training injuries but with health loss are in an embarrassed situation.The retirement medical insurance contributed during the active service period of veterans,who chose to transfer and their own employment independently,is included in local health insurance fund pool of the military retirement,resulting in a weak link in the medical security in the early stage of retirement.Based on the above study,the inadequate system of preferential treatment,the support level lagging and in defining the scope of security,and other issues in veterans’ training injury medical transfer connection security in our country are found in this paper.Through investigating the actual situations of serving military training injuries and the actual demands of veterans’ medical security in K city,this study proposes to promote the system construction and service construction of training injuries medical transfer connection for veterans in our country,as well as the comments and advice for setting up a reserve fund to achieve underwriting protection.The medical security of veterans’ training injuries transfer connection is an important page of veterans’ securities,with profound political,economic,military and social functions.It is hoped that this study could provide a certain of intellectual support for the study of veterans’ security in China.
