Abstract/Summary:
New demands have emerged for medical and health services for new urban residents,which requires not only the incremental improvement of medical resources,but also the reasonable distribution of medical resources among regions.Under the background of vertical financial imbalance,local governments generally face the hard constraint of insufficient financial and medical funds.The essence of people-oriented new urbanization development is consistent with the effective supply of medical resources in terms of development goals.Therefore,this paper combines the two.This paper regards new urbanization and medical and health care as two subsystems that need coordinated development.First,it gives a comprehensive score to the two subsystems to analyze the current situation of new urbanization and medical and health resources in Yunnan Province.On this basis,it calculates the coordinated development of the two systems.Finally,it discusses whether the constraints of the local finance facing the vertical financial imbalance create obstacles to the coordinated development of the two systems.The main methods and models used in this paper are the entropy weighted TOPSIS method,the coupling coordination model,and the spatial metrology model.The entropy weight method TOPSIS method is used to score the two systems comprehensively.he essence of people-oriented new urbanization development is consistent with the effective supply of medical resources in terms of development goals.The regions with high development level of new urbanization and sufficient medical resources were all concentrated in the central Yunnan urban agglomeration with Kunming as the center.The excessive accumulation of resources is a problem that Yunnan needs to pay attention to for its current development.From the perspective,the coordinated development of the 16 prefectures and cities in Yunnan Province can be divided into three categories: high-level coordination,low-level coordination and imbalance.The central Yunnan urban agglomeration is in a high-level coordination state,while the western Yunnan urban agglomeration and Yanbian area are in a poor coordination state.The reason for the low coordination is the advanced development of new urbanization and the excessive supply of medical resources.According to the coupled coordination model,these three types of regions are measured and distinguished,We will help local governments seize the weak points and adjust the structure of fiscal expenditure in a targeted way.The reason is that under the background of the vertical fiscal imbalance,local governments have the incentive to promote officials and free riding mentality,and the supply of medical resources cannot meet the development needs of new urbanization.Under the background of vertical financial imbalance,local governments should constantly narrow the regional distribution gap of medical resources.According to the coupled coordination model,these three types of regions are measured and distinguished,We will help local governments seize the weak points and adjust the structure of fiscal expenditure in a targeted way.According to the new urbanization indicator system,except for Kunming and other central areas,most areas of Yunnan Province have low scores in the new urbanization measurement,and the economic and social resources are excessively concentrated in regional central cities,which is inconsistent with the concept of coordinated development of large and medium-sized cities in the new urbanization.In the same way,the medical resource system also shows the spatial characteristics of excessive accumulation.The urban agglomeration in central Yunnan gathers the vast majority of medical resources in the province.The extreme shortage of medical resources in western Yunnan and Yanbian greatly limits the accessibility of local residents to timely access to medical resources,indicating that the basic public services in the backward areas of Yunnan Province are not perfect.We should improve the financial transfer payment system and do a good job in supporting medical resources and dispatching medical personnel,two special types of transfer payments,to break the bottleneck of the development of new urbanization.The first part of this paper is measurement,and the second part is demonstration.The innovation lies in using the coupling coordination model to identify the medical and health development status of 16 prefectures and cities in Yunnan Province into three categories,expanding the application scope of the coupling coordination model.The biggest disadvantage of this paper is that the empirical analysis is not deep enough.
