Due to the increasing pressure of life and work, sudden cardiac death has become a major killer threatening human life and health. In recent years, public places have become the epicenter of a high incidence of cardiac arrest, and the news media often report on such incidents. The rescue of out-of-hospital cardiac arrest(OHCA)is very important to protect the life safety and health of the public, and the use of Automated External defibrillator(AED)for early electrical defibrillation is the key to save patients’ lives.Although AEDs have been configured in most cities in China, the total number of AEDs is small, and the popularization of AEDs still needs to be further strengthened. The lack of clarity in the location identification of AEDs,coupled with the lack of public awareness, skills and safety awareness of AEDs,has led to "difficult to use",and the use of AEDs has been seriously affected, resulting in a large amount of first aid resources wasted.According to the current implementation progress of PAD projects at home and abroad, this paper reviews and summarizes the evaluation methods and evaluation indicators of PAD projects and training effects at home and abroad.By combining existing literature and research results, through collecting relevant data,it is understood that the biggest problems in the implementation of defibrillation programs initiated by the public are less publicity, less public "ignorance" and less education and training. The public "won’t use it." Based on this, this paper first defines and explains the concepts related to PAD project promotion in public places, builds an evaluation model of training effect, determines the evaluation framework, selects samples and determines evaluation tools.Secondly,semi-structured interview method and seven-step phenomenological analysis method are used to determine the evaluation indicators. Finally, this paper makes an empirical analysis from the four aspects of reaction, behavior, learning and structure with the application of Kirchner evaluation model.According to the evaluation index system and the data collected by the questionnaire, the Kirchhoff evaluation model was used to analyze the training effect of public defibrillation program by layers, and the processing results were visually presented with the help of charts.Multiple regression model was used to explore the difference degree of influence of different individual characteristic variables on defibrillation knowledge score after receiving training.According to the data changes of public trainees before and after the training, the training effect is verified, and the important factors affecting the training effect are found out.By comparing the results before and after the training and analyzing the factors that affect the training effect,it can be seen that after receiving the defibrillation knowledge and skills training, the self-rescue ability can be effectively improved and the incidence of sudden cardiac death can be reduced. It can also reduce the harm caused by sudden cardiac arrest in public places and in oneself.
