Purpose: Health has an irreplaceable position as the well-being of the people,and the policy of medical security treatment is an important means of maintaining and protecting people’s health.In the context of the construction of Hainan’s free trade port,having a healthcare protection system to go with it is an important foundation for the development of the healthcare protection system.By constructing a PMC index model,this paper aims to dig deeper into the core content and weak parts of the policy,and to make reasonable suggestions while evaluating and analysing the policy,in order to provide more innovative ideas for the future development of medical security in Hainan Province.Methodology: Using literature analysis method,quantitative and qualitative combination,comparative analysis,theoretical and practical combination,based on the PMC index model,the current effective medical security treatment policies issued in Hainan Province from 2019-2023 are used as the research sample,based on the research results of domestic and foreign scholars and combined with the characteristics of the policy itself,the PMC index model is constructed,containing 9primary variables and 40 secondary variables The model consists of 9 primary variables and 40 secondary variables.The PMC index model was developed based on the research results of domestic and international scholars and the characteristics of the policies themselves.Results: With the free trade zone in Hainan Province,medical insurance has been well developed and achieved under the new medical reform,with three policies rated as good and the remaining six policies rated as excellent.The overall rating of the current medical insurance policies in Hainan Province is very high in the excellent and good categories,and there are no policies with a perfect rating,so there is room for improvement in each of the sample policies.Conclusion: The study shows that the average value of the PMC index of the nine medical insurance treatment policies in Hainan Province is at a good policy level.According to the mean value level of each evaluation dimension of the nine medical security treatment policies in Hainan Province,the policies in general have low scores in a number of primary variables such as policy nature,incentives and constraints,policy objectives and policy measures,and priority should be given to optimising and improving the above four areas.
