This study takes sudden public health incidents as the background and aims to explore strategies and measures for optimizing local government behavior.Through internal government data research,interviews with epidemic prevention and control personnel,and comprehensive analysis of information data released by authoritative media,this study conducted in-depth research from three aspects.Firstly,the research analyzed the behaviors and policies adopted by the W city government during the three-year epidemic prevention process.The W city government adheres to the concept of putting the people first and life first,and has formulated a practical and feasible epidemic prevention and control plan.They have strengthened epidemic monitoring and early warning,established designated hospitals and isolation measures,and implemented strict access control.In addition,the W city government has actively promoted vaccine research and development and vaccination work,strengthened public health publicity and education,and provided necessary social support and assistance.These measures have effectively controlled the spread of the epidemic.Secondly,the problems encountered by local governments in the process of combating the epidemic and their reasons were analyzed.When dealing with sudden public health emergencies,local governments face challenges such as information asymmetry,resource shortages,and coordination difficulties.Some local governments may have issues such as delayed decision-making,ineffective implementation of measures,and poor information transmission.The reasons for these problems include insufficient cooperation between government agencies,imperfect coordination mechanisms,and incomplete emergency plans.Therefore,behavior optimization is crucial for enhancing the response capacity of local governments in sudden public health emergencies.Finally,suggestions for optimizing government behavior were proposed.Firstly,local governments should strengthen communication and collaboration among internal institutions,establish efficient work coordination mechanisms,and ensure smooth information flow and reasonable resource allocation.Secondly,the government should strengthen the formulation and exercise of contingency plans,and prepare for emergencies in advance in order to quickly and orderly respond to sudden public events.In addition,the government should also strengthen public publicity and education,improve public risk awareness and health literacy,and promote public self-protection and cooperation.In addition,the government should also utilize technological support to promote the application of digital and information technology in crisis management,enhance the ability to collect,analyze,and share information,in order to better monitor and predict potential risks and make timely decisions.The contribution of this study lies in the in-depth analysis of local government behavior optimization under sudden public events and the proposal of countermeasures and suggestions.By summarizing the experience and lessons learned from the three years of anti epidemic efforts of the W city government,we have provided useful reference and reference for other local governments.These research results will help local governments improve their own response capabilities,enhance crisis management levels,and better safeguard the health and safety of the people.
