| Comprehensive health is an inevitable requirement for achieving comprehensive human development,a fundamental guarantee for economic and social development,an important manifestation of national prosperity and national prosperity,and a common vision of the people.The report of the 20 th National Congress of the Communist Party of China clearly proposes to promote the construction of a healthy China,prioritize the development of ensuring people’s health,improve policies for promoting people’s health,deepen the reform of public hospitals guided by public welfare,promote the expansion of high-quality medical resources and regional balanced layout,and improve grassroots disease prevention,treatment,and health management capabilities.Hospitals are an important guarantee for people’s lives and health.With the development of social economy and the improvement of residents’ living and cultural standards,their understanding of health and diseases is constantly deepening,and the demand for medical and health services is increasing.As the main force of grassroots medical units,county-level public hospitals undertake the task of providing public health services at the grassroots level,leading by the medical community,while also taking into account internal management of the hospital.Under the dual drive of current policies and technology,there is a huge demand for improvement in the construction of smart hospitals.Therefore,understanding the current development status of smart hospitals in county-level public hospitals,exploring the problems and constraints in their development process,and proposing practical and feasible response strategies and optimization paths are of great significance for improving the level of grassroots public health services,establishing a patient-centered service system,and achieving high-quality and efficient development of grassroots public hospitals.This paper takes Z Hospital as an example,and uses the literature research method,Case study method and unstructured interview method to investigate the construction status of its smart services,smart medicine,and smart management.On this basis,a preliminary analysis was conducted on the problems of Z Hospital in the process of building a smart hospital,such as lagging management mode,insufficient data-driven capabilities,shortcomings in the medical process,low matching between information systems and businesses,and potential information security risks.The characteristics and complexity of the medical industry,low data quality,and difficulty in unifying information standards were also discussed Analyze the factors that constrain the construction of smart hospitals in county-level public hospitals from the perspectives of passive supplier service models and weak information security awareness.Finally,it proposes optimization paths such as optimizing management and operation modes,improving connectivity levels,building data and information security,enhancing supplier service capabilities,and strengthening talent team construction. |
