Research On Construction Of Evaluation Index System For The Platform Construction Effect Of “Cloud Women And Children Health Care”of Maternal And Child Health Institution

Objective: This study is oriented towards the national policy,combined with the maternal and child health institutions of “cloud on women and children” development status,the domestic and foreign health industry informatization development evaluation and research,explore the current maternal and child health institutions “cloud” platform construction evaluation index system,for the “cloud on women and children” follow-up construction and development reference.Methods: Using literature researches and panel discussion,preliminarily construct the theoretical framework and index pool of the construction effect evaluation of the “cloud”platform construction for maternal and child health care based on Task-Technology Fit and De Lone & Mc Lean Model of IS Success;Through two rounds of the Delphi expert consultation to determine the evaluation dimension and further select the evaluation indexes to form the final evaluation index system;apply Analytic Hierarchy Process to calculate the weight of various indexes;Experts Grading Method is used to compile the questionnaire of index importance,according to the questionnaire,calculate Cronbach’s αto check the intrinsic consistency reliability of the system,testing the face validity and content validity of the index system through the Delphi expert consultation,finally use the expert group discussion to formulate the evaluation index system scoring rules.Results: Built a set of maternal and child health care institutions “cloud” platform construction effect evaluation index system.A total of 5 first-level indicators are included,14 secondary indicators,46 Level-3 indicators,focus on covering the “cloud” platform construction for maternal and child health care’s infrastructure,platform security and standards are in line with connectivity,functional application and construction benefits and other aspects;The weight of each first-level index is Infrastructure Construction(0.243)、 Security Guarantee(0.186)、 Standardization &Interconnection(0.291)、Function & Collaboration(0.155)and Constructing Benefit(0.125)respectively,The Cronbach’s α of the overall evaluation index system is 0.924 indicating that the evaluation system has good reliability.The authority coefficient of the two rounds of consultation experts were 0.88 and 0.97 respectively,and the Kendall’s W was 0.417 and 0.274 respectively,indicating the system has good face validity and content validity.According to the nature of the three-level indicators,the connotation,evaluation method and comprehensive score calculation formula of each indicator are defined,and the scoring rules of the construction effect evaluation index system of “cloud” platform construction for maternal and child health care are formulated.Conclusion: The evaluation index system is reasonable and scientific;the selected indexes are targeted to highlight the work priorities of “cloud” platform construction for maternal and child health care;the index system has good reliability validity;the scoring rules formulated improves the operability of the index system;and the evaluation index system of “cloud” platform construction for maternal and child health care should be advanced with the times and improved.
