With the improvement of people’s material living standards,the strengthening of health awareness and the accelerating aging process in China,people’s demand for medical and health services is also increasing.Although the capacity of primary medical and health services in China has been generally improved since the implementation of the new round of medical reform policy,it is a long-term task to strengthen the primary level.China’s medical resources are still facing the realistic problem of insufficient total and uneven distribution,and there is still an unreasonable phenomenon that people flock to large hospitals for medical treatment.To this end,the country has promulgated and implemented the medical reform policies of medical consortium and compact county medical and health community,in an effort to improve the ability of primary medical and health services,further promote graded diagnosis and treatment,and solve the problem of "difficult and expensive medical treatment" for the people.The policy of compact county medical community is a key measure to improve the ability of primary medical and health services by integrating three-level medical and health institutions in counties and villages and building a three-level linkage county medical service system.It is of great significance for the improvement of the policy to study the achievements of the compact county medical community policy and understand the shortcomings in the construction process of the compact county medical community.However,most of the existing studies focus on the analysis of relatively fixed indicators,or specifically study the effect of county medical community construction in a certain aspect,lacking systematic and comprehensive evaluation.The effect evaluation of the medical community policy involves all aspects after the implementation of the policy,and it is one-sided to evaluate it only from one aspect of the reform.Therefore,this paper selects X city,a pilot county for the construction of compact county medical community in Hubei Province,as the research object.This paper based on the national evaluation standard and monitoring index system for the construction of compact county medical community,and combined with the performance evaluation standard of X city,to evaluate the effect of the policy of compact county medical community in this city from two aspects of construction progress and construction effectiveness.The conclusion of this study is: in terms of construction progress,the compact county medical community in this city has generally promoted stability and basically formed a responsibility community and a service community,but it needs to be strengthened in terms of management community and interest community,so it has not yet reached the national compact standard;In terms of construction effect,the medical insurance fund of the compact county medical community in this city has been running smoothly,the pattern of orderly medical treatment has been improved,the medical service capacity has been improved,the utilization rate of medical and health resources has been improved,and the social satisfaction is good.However,there are still some deep-seated problems in the process of promoting the compact county medical community.Finally,this study puts forward some countermeasures and suggestions,such as implementing the government’s main responsibility,accelerating the construction of management community,continuously deepening the reform,forming a real community of interests,strengthening the construction of grassroots talent team,improving the overall medical capacity of the medical community,changing the people’s concept of seeking medical treatment,improving the enthusiasm of primary consultation,implementing the basic drug system,strengthening the management of primary drugs,clarifying the service scope of medical institutions at all levels,and making some workers in the medical community more reasonable.
