Investigation And Analysis Of The Construction Of My Country’s Basic-level Public Cultural Service System

With the development of society and economy,the people’s demand for spiritual and cultural life is increasingly strong,and the efforts made by the Chinese government in public cultural services have begun to bear fruit.The construction of the public cultural service system in the grassroots areas is the focus and difficulty of its work.Economic development restricts the local public cultural service supply level,and there are obvious differences in the construction of various regions.This article selects Yutai County in Shandong Province as the research object to investigate the construction of its public cultural service system.Yutai County is a county with relatively backward economic development in Shandong Province.It has rich historical and cultural resources.However,the construction of the public cultural service system started late and the construction of basic cultural facilities lags behind.Taking the public library system as the research focus,explore the construction of three-level public cultural service facilities in the county.Combining theoretical research on public cultural services at home and abroad with on-site interviews,questionnaire surveys,etc.,to analyze and evaluate the current construction of the public cultural service system in Yutai County.The investigation found that although Yutai County has continuously increased the construction of the public cultural service system in recent years,there are still many problems,such as the backward construction of the county public library’s general and branch system,the unrealistically high rate of meeting standards for supporting facilities in public cultural venues in towns and townships,insufficient financial support for cultural services,lack of human resources,single content and form of public cultural service activities,and low efficiency of public cultural services.In response to various problems in the construction of its public cultural service system,it analyzes the reasons in depth,and uses relevant public management theoretical knowledge as a guide to propose relevant countermeasures:such as improving the management mechanism of the public cultural service system,strengthening the concept of service-oriented government,and implementing public culture diversifying service supply,enriching and innovating the content of public cultural service activities,strengthening public cultural service publicity,etc,provide some new ideas for improving the construction of the public cultural service system in Yutai County.
