Study On The Construction Of Rural Grass-roots Public Cultural Service System In X County

Under the guidance of the socialist core value system,building public culture service system in satisfy people’s demand for public cultural basic premise,by all levels of government as the leading factor,to participate in the whole society,improve the level of public cultural service facilities and public cultural services as the main way to maintain all citizens basic public cultural rights,and realize the institution and system as a whole.In essence,the public cultural service system is a kind of public welfare cultural guarantee covering the whole society,which is closely related to the vital interests of the masses and a rational judgment after correctly positioning the needs of the masses.It is also an important part of the country’s basic public service system,which reflects the new era of Chinese cultural self-confidence.Due to the influence of urban-rural dual structure for many years,the gap between urban and rural public cultural service level is still obvious.There are still many shortcomings in the construction of rural public cultural service system at the grassroots level,and there is still a big gap with the requirements of modern public cultural service system.Through in-depth research,it is found that there are still some outstanding problems in the construction of public cultural service system in x county,including the lack of system and financial guarantee.At the same time,this paper also analyzes the main causes of these problems,including the large objective gap between urban and rural development,the lack of attention to public culture and the lack of a sound supervision and evaluation mechanism.In analysis and reference to domestic grassroots public culture service system construction based on the experience of advanced counties,through in-depth analysis and thinking,this paper proposes five suggestions to strengthen organization and leadership to perfect the policy system of public cultural services,increase the funds safeguard expand funding channels,strengthen the team construction of public cultural services solid talent base,speed up infrastructure construction of public cultural services to promote equal public cultural services and improve innovation service level of public cultural services,and hope for the future of the perfect the construction of public cultural service system to provide some useful reference.
