Deepening the reform of the state supervision system,which is the great decisions about the Central Committee with Comrade Xi Jinping at the core.The supervision law of the People’s Republic of China in 2018 and the law of the People’s Republic of China on supervisors in 2021 mark the formation of the national supervision system with Chinese characteristics.Under the guidance of the new system,the anti-corruption struggle has significant advantages.However,since the 19 th National Congress of the Communist Party of China,there are still some people who do not restrain themselves.These show that the reform of the supervisory system is not plain sailing,but a long,complex and arduous political task,in which the reform of the selection and appointment system of supervisors is the first to bear the brunt.At the time of Tang and Song Dynasties,the supervisory system had undergone significant changes.Among them,the more mature mechanism for selecting supervisors,the strict conditions for supervisors,the perfect restriction power,and the illegal sanctions measures had important implications for the reform of the current system of selecting supervisors.Based on the perspective of supervisory technology and traditional cultural inheritance,this paper conducts a research on the changes of the system of selecting and appointing central supervisors at the time of Tang and Song Dynasties.First of all,this paper combs historical materials related to the election system of central supervisors during the Tang and Song dynasties,providing literature support for the study of the way and motivation of institutional change.Secondly,this paper constructs the IAD framework from the perspective of inter disciplinary integration,and deeply analyzes the actual situation and practical considerations faced by various stakeholders in the process of institutional change.By studying the actors with different backgrounds,based on their respective interests,dispatching different resources to take different actions,and influencing the trend and results of the system evolution,we can grasp the trend and law of these to improve the supervisor selection system,and building a loyal,clean and responsible iron army for discipline enforcement.
