The Organizational Resilience Of Specialized Villages And Its Influence On The Development Of Leading Industries

With the acceleration of urbanization and the increase of population mobility,China’s rural communities are undergoing great changes.How to improve the organizational resilience of rural communities and ensure the safety and stable development of farmers’ lives and property has become a hot issue concerned by the state and society.Since the outbreak of COVID-19 in 2019,the resilience of rural community organizations has been more widely recognized and valued.As one of the main models and leaders of rural economic development,the organizational resilience of specialized villages not only relates to the sustainable development ability and level of village economy,but also affects the surrounding areas through chain reaction.Therefore,it is of great practical and far-reaching historical significance to study the resilience of specialized village organizations for promoting the strategy of rural revitalization and rural economic and social development.Organizational resilience of specialized villages refers to that when external shocks occur,behavioral subjects(farmers,enterprises,cooperatives and other hierarchical structures)in specialized villages use social networks to obtain capital,technology,information and other production factors under the framework of formal system and local informal system according to their own functional characteristics.In addition,risks can be resisted and resolved by means of learning and reorganization to weaken the impact on the development of leading industries in specialized villages and maintain or even promote the ability of stable development of leading industries.Firstly,this paper introduces the theory of organizational resilience into the study of specialized villages,and constructs an evaluation framework of organizational resilience of specialized villages from four dimensions: structural resilience,institutional resilience,social resilience and technical resilience.Secondly,taking 172 specialized villages in Ningjin County,Hebei Province as an example,the entropy method was used to calculate the four organizational dimensions of resilience and comprehensive organizational resilience of specialized villages.Finally,regression analysis is used to analyze the relationship between the organizational resilience of specialized villages and the development of leading industries in specialized villages.Finally,the following research conclusions are drawn:The first is the organizational toughness characteristics of professional villages in Ningjin County.The number of professional villages with high toughness and high toughness is relatively small,and the overall distribution is pyramidal.According to the equidistant grouping method,the specialized villages with high toughness level,high toughness level,low toughness level and low toughness level were successively named as those with more than 0.483,between 0.333-0.483,between 0.183-0.333 and less than 0.183.From high to low,only 4% of professional villages with high toughness,7% of professional villages with high toughness,31% of professional villages with low toughness,and 58% of professional villages with low toughness.That is,the number of professional villages with high toughness and high toughness is small,while the number of professional villages with low toughness and low toughness is large.From the perspective of all dimensions,the institution toughness value is the highest in terms of mean toughness.Institutional resilience(0.357)> social resilience(0.219)> structural resilience(0.058)> technical resilience(0.055).From the perspective of spatial distribution characteristics,the distribution of specialized villages with low toughness and low toughness presents the characteristics of "large scale dispersion and small scale aggregation".Specialized villages with high toughness and high toughness are mainly distributed near the main transportation lines and in areas with sufficient water resources.Second,the resilience level of specialized villages in different industry types is different.According to the types of leading industries,Ningjin specialized villages can be divided into agricultural specialized villages,manufacturing specialized villages and processing industrial specialized villages.Manufacturing specialized villages engaged in the production of electric wires and cables and agricultural machinery accounted for 19% of the total sample,and their toughness scores were the highest(0.836)and the lowest(0.088).The toughness scores of manufacturing specialized villages ranked the first among the three types of specialized villages.The specialized villages engaged in processing and various types of service industry accounted for 16% of the total number of specialized villages in the sample,with the highest toughness score of 0.321 and the lowest toughness score of 0.060.The organizational toughness score of specialized villages in processing and service industry ranked the second among the three specialized villages.Specialized agricultural villages mainly engaged in planting and breeding accounted for 65% of the total number of specialized agricultural villages in the sample,with the highest score of 0.320 and the lowest score of 0.032,ranking the third among the three types of specialized agricultural villages.Thirdly,from the perspective of obstacle degree,obstacle degree identification is carried out for the resilience of the three types of professional village organizations.Among the top 10 obstacle factors,8are from the dimension of social resilience,indicating that social resilience has the greatest impact on the resilience of the three types of professional village organizations.Fourth,from the perspective of the impact of resilience on leading industries,the resilience of specialized village organizations is related to the change rate of the number of households engaged and has a significant positive impact on per capita income.Different dimensions of resilience have different impacts on the development of leading industries in specialized villages.Technical toughness has a significant effect on the productivity of leading industries;Institutional resilience has a significant effect on the change rate of farmers’ per capita income.The toughness of institution,society and structure has significant influence on the change rate of household numberFinally,in terms of how to improve the organizational resilience level of specialized villages to ensure sustainable and stable development of specialized villages,it is suggested to strengthen the support of the government,improve the internal quality,strengthen the community awareness,and optimize the organizational management.The government should formulate policies and provide subsidies,and specialized villages should strengthen teamwork and flexibility,communicate with farmers,mobilize social resources and optimize management.These measures can help professional village organizations better cope with challenges and achieve common development.
