Photovoltaic power generation technology,as the most promising power generation technology,has developed rapidly around the world.EPCM mode has strong applicability in distributed photovoltaic power generation construction projects.With the rapid development of China’s distributed photovoltaic power generation industry,the demand for distributed photovoltaic power generation construction projects under EPCM mode is increasing day by day.Although the research on risk management is relatively mature,distributed photovoltaic power generation construction projects still face many risk problems.However,there are few studies on risk management of distributed photovoltaic power generation projects under EPCM project management mode.The materials or experience that can be used for reference are relatively scarce,and the corresponding risk identification methods,risk quantitative assessment models,risk response plans and other contents need further exploration and in-depth study.This article takes a distributed photovoltaic power generation EPCM construction project in Henan Province as the research object.Based on the actual situation of the project and the relevant theoretical knowledge of risk management,the risk management system is constructed,and the risk identification and risk assessment are carried out.The risk factors are comprehensively analyzed from the two dimensions of risk weight and risk level,and the applicable risk response measures and risk monitoring measures are put forward pertinently.A systematic investigation was carried out on a distributed photovoltaic power generation EPCM construction project in Henan Province,and the risk management content of the project was sorted out from the project participants,the project progress planning,the project risk management process and other aspects in combination with the relevant theoretical knowledge of risk management.Based on the interrelation of the project participants,the main impact on the implementation of the project,the project risk management process and other factors,the risk management system of a distributed photovoltaic power generation EPCM construction project in Henan Province was constructed.The risk identification methods commonly used in the field of photovoltaic power generation are comprehensively analyzed.The risk identification of a distributed photovoltaic power generation EPCM construction project in Henan Province is carried out by combining the historical data analysis method,brainstorming method and WBS-RBS matrix analysis method.WBS deconstruction divides the project into five stages,namely,start-up stage,design stage,procurement stage,construction stage and delivery stage,and the corresponding10 second-level stages.RBS deconstruction divides the project risk factors into five first-level risk factors,including environmental risk,policy risk,capital risk,technical risk and management risk,and corresponding 23 second-level risk factors.Based on results of WBS deconstruction and RBS deconstruction,WBS-RBS risk identification matrix model is established.By comprehensively analyzing the risk assessment methods commonly used in the field of photovoltaic power generation,the network analysis method is used to obtain the weight value and weight ranking of each risk factor.The fuzzy comprehensive evaluation method is used to obtain the risk grade of each risk factor and the risk grade of the whole project,and then the two-dimensional quadrant method is used to analyze and classify the evaluation results from the two dimensions of risk weight and risk grade.The results show that the project should focus on the changes of national and local distributed photovoltaic power generation policies,whether there are defects in the design scheme,and whether there are problems in the construction technology.At the same time,the EPCM contractor and the design,procurement and construction subcontractors should be carefully selected to avoid poor project organization and coordination.In addition,we should also pay close attention to the problems such as insufficient operation and maintenance technology with high risk level,inadequate quality management,inadequate progress management,and the development and prevention and control of COVID-19 epidemic with high risk weight.Based on the analysis of the risk assessment results,combined with the relevant theoretical knowledge of risk management,risk response measures are set for 23 identified risk factors one by one.Furthermore,based on the actual situation of the project,it is suggested to take risk monitoring measures such as establishing a risk management committee,establishing a risk audit mechanism,establishing a special person responsible system for important risks,preparing a risk emergency plan,and establishing a continuous improvement mechanism to ensure the smooth implementation of the project.
