| Under the promotion of the major strategy of strengthening the transportation country formulated by the 19 th National Congress of the Communist Party of China,the construction of high-speed railways and the development of surrounding areas have been rapidly promoted throughout the country,becoming a powerful starting point for local governments to drive the economy.In the development process of high-speed rail stations and their surrounding areas,the public sector,the private sector,social organizations and other departments are involved,and each department needs to complement each other’s advantages,coordinate and cooperate to efficiently promote project construction.Therefore,the core of studying the development coordination of high-speed rail stations and their surrounding areas is to study the collaborative environment,collaborative system,collaborative organization and collaborative power between multiple departments,especially through the identification of the influencing factors of multi-department synergy,clarify the action path and internal relationship,and provide reference for improving the collaborative environment and synergy effect.This study takes the current situation of multi-department collaboration in the development of the East High-speed Railway Station Area of City C as the research object,analyzes the problems of multi-department collaboration in the development of the East High-speed Railway Station Area of City C by sorting out the relevant research on high-speed railway construction and collaborative governance,and uses the theoretical framework of the research model to analyze the problems of multidepartment collaboration in the development of the East High-speed Railway Station Area of City C.Through the Delphi method,a multi-department collaborative research questionnaire was compiled,and personnel related to multi-department collaborative work in the development of the East High-speed Railway Station Area in C City were selected to conduct a survey,and the problems and causes of the coordination of the East High-speed Railway Station in City C were analyzed according to the collation and analysis results of the survey data.This study finds that the main reasons for the poor coordination of multiple departments in the East High-speed Railway Station area include the support and coordination of senior leaders,the ability of department leadership and coordination,the level of trust between departments,and the effect of information communication.The problems in the collaborative system are mainly reflected in the low degree of leadership of the leading department,the unreasonable distribution and structure of decision-making power,and the imperfect supervision and adjustment system.The lack of assessment and incentive for collaborative performance,the difference in core goals of the department,the attitude of avoiding responsibility,and the reduced sense of security of department members are all important reasons for the lack of collaborative motivation.The collaborative culture and awareness of collaboration are weak,and the degree of legalization and standardization of the collaborative system is not high,resulting in the collaborative environment not playing its due role in promoting it.Under a specific synergy relationship,the influence of authoritative departments provides guarantees for the promotion of collaborative affairs through policy resources,leadership support,institutional systems,etc.,which is also the deep reason for departments to allocate resources and strengthen coordination willingness and synergy momentum.The strength and weakness of departmental collaboration experience and collaboration ability penetrate into all links of collaborative action and are the key factors affecting departmental collaborative organization.Institutional factors play a dual role in health care and incentives,deepening intersectoral trust,accelerating the formation of value identity,and providing a steady stream of motivation for collaborative behavior.The authority and responsibility mechanism of the public sector is different from that of the private sector,and how to reduce the negative impact of the avoidance mentality and trigger the spontaneous altruistic behavior of organizational members is an important link in the dynamic development and improvement of multiple departments.Finally,based on the collaborative governance theory and analysis results,countermeasures and suggestions are put forward to improve the multi-department collaborative governance in the development of the high-speed railway East Station area. |
