With the high-quality development of social economy,the quantity of social source hazardous waste in China is rising,and its recycling and disposal need to be strengthened.Among them,pesticide packaging waste,as a typical rural social source hazardous waste,is highly toxic,corrosive and other dangerous characteristics,and can be seen anywhere in rural areas.It is a difficult problem to solve the environmental,resource and health problems caused by pesticide packaging waste discarded anywhere.According to China’s national conditions to build a waste recycling resource system,the construction of efficient,standardized and standardized recycling industry chain is the key to solve this series of problems.This thesis takes pesticide packaging waste recycling as the research object and follows the research line of "problem formulation-theoretical foundation-qualitative analysisevolutionary game research-simulation-problem solving".It uses basic theories of organizational behavior and economics,and uses qualitative research,rooting theory,evolutionary game and simulation to explore the factors affecting the behavior of each participant in the process of pesticide packaging waste recycling and the evolutionary path of each participant under different conditions.Firstly,we analyzed the current situation of pesticide packaging waste recycling in China and defined the subjects involved in pesticide packaging waste recycling based on the theory of multiple subjects and other related theories.Secondly,we analyzed the factors affecting the behavior of local governments,pesticide producers and farmers by using the qualitative research method of rooting theory,and identified the main influencing factors in the form of three-level coding to construct a model of "influencing factors and mechanism of pesticide packaging waste recycling".Again,the evolutionary game theory was used to establish a three-party evolutionary game model of local government-pesticide producers-farmers,and simulated to explore the paths of each influencing factor on the three parties and their behavioral choices.Finally,according to the research results,we propose effective suggestions to promote the recycling of pesticide packaging waste in China from the perspectives of local government,pesticide producers and farmers respectively.The main research findings are as follows.(1)Synergistic capacity and external environment are the main factors affecting the pesticide packaging waste recycling industry chain in China.The two main categories of internal and external synergy together constitute the synergistic capacity.The external environment mainly refers to the policy environment(local regulation,perfect policy and policy implementation,supervision cost,incentive and punishment),market atmosphere(stability of recycling chain,prosperity of recycling industry and market regulation ability),social environment(publicity,education,communication and public opinion,and legal protection of rights),and the market environment.The external environment mainly refers to the policy environment(local regulation,improvement of policy and implementation,supervision cost,incentives and penalties),market atmosphere(stability of recycling chain,prosperity of recycling industry and market regulation),and social environment(publicity and education,dissemination of public opinion and legal protection of rights).(2)The evolutionary and stable strategies to promote collaborative recycling of pesticide packaging waste in China are government supervision,active participation of enterprises in the construction of circular industrial chain,and farmers’ choice of green behavior.In addition,the behavioral strategies of the three main actors influence each other.The behavior of the local government is influenced by the cost of supervision,the strength of rewards and punishments,and the credibility enhancement when actively supervising;the behavior of enterprises is influenced by the cost of participation,government subsidies,and the indirect benefits brought by farmers’ green behavior;the behavior of farmers is influenced by their own participation time,physical cost,and government subsidies,and also by their own environmental awareness.(3)The cost of supervision increases,the government’s willingness to supervise decreases,and the probability of enterprises’ active participation and farmers’ green behavior also decreases;the participation cost of enterprises and farmers is too large,and enterprises and farmers will choose non-participation and non-green behavior strategies respectively;the government increases subsidies to enterprises and farmers respectively,their evolution to active participation and green behavior strategies increases faster but is not significant,and excessive subsidies will increase the financial pressure of local governments.The higher the penalty for non-participation,the earlier the enterprises evolve to the participation strategy;the greater the farmers’ perception of environmental benefits and losses,the earlier the farmers evolve to the green behavior strategy.This thesis provides an in-depth analysis of the main influencing factors in the recycling process of pesticide packaging waste and the collaborative recycling paths and evolutionary strategies of participating subjects,which provides new ideas for the recycling of pesticide packaging waste,enriches the research system of pesticide packaging waste recycling to a certain extent,makes up for the shortage of research contents at the present stage,and helps China’s pesticide packaging waste recycling work to be carried out smoothly and achieve the great goal of ecological rural construction in the new era.
