Research On The Diversified Supply Path Of Qian’an Grassroots Integrated Cultural Service Center

Grass-roots integrated cultural service centers are important platforms for organizing and undertaking cultural activities in rural areas,and have always served as a bridge linking urban and rural culture,serving as a gateway to promote the organic connection between folk culture and melodic culture,as well as an important support for enriching people’s spiritual life and preserving the civilized village style.Although the state has come up with various policies to support the development of service centers at each levels,the current situation of "emphasizing economy over culture" also makes the implementation of the policy slow.Moreover,the supply of grassroots integrated cultural service centers is often provided by the government,but in recent years,the shortcomings of the government in providing supply have become increasingly apparent,so it is urgent to explore the diversified supply of grassroots integrated cultural service centers.In terms of supply,the government is not the only subject,explore cooperation between government and business,social organizations,and farmers,and create a concerted effort by the government,companies,social organizations,and farmers have becomes an inevitable demand to promote the high-quality development of public cultural services.This paper selects six town-level comprehensive grassroots cultural service centers in Qian’an as the main research objects,and based on the research results of 365 questionnaires from six town-level comprehensive grassroots cultural service centers in Qian’an,selects research methods such as interview method and questionnaire method,and combines with the theory of collaborative governance,comprehensively examines the current situation of multiple supply of comprehensive grassroots cultural service centers in Qian’an,and proposes that to realize Qian’an The precise supply of comprehensive cultural service center facilities should change the status quo of single government-led supply,learn from the supply of public products such as elderly care and sports facilities by the government,enterprises,social organizations and farmers for multiple supply,let the point-order supply gradually replace the single government-led supply,increase the participation of enterprises,social organizations and farmers,and change the supply role and supply mode.The research found that there are problems such as limited facilities and lack of security measures,limited services and high fees from enterprises,limited guidance and supply from social organizations,and insufficient awareness and ability of farmers to participate in the supply of public culture.In the provision of public cultural services,we should focus on the cultural needs of the people,and focus on the contradictions and differences between the supply and demand of cultural services,cultural service centers should meet the basic cultural needs of rural residents,and alleviate the contradictions in the supply and demand of cultural products and services of rural societies.To achieve a reasonable coordination of human resources and to establish an effective collaborative management system among the government,enterprises,social organizations and farmers.Therefore,to realize the precise supply of grass-roots comprehensive cultural service centers,the following five points need to be achieved:to clarify the rights and interests of multiple parties;to establish a guidance and incentive mechanism;to improve the supervision and evaluation mechanism;to strengthen the cooperation and competition mechanism;to improve the diversified cultural demand expression mechanism;so as to realize the innovation of the public cultural service supply path.This paper is dedicated to exploring the issue of diversified supply of town-level cultural service centers in Qian’an during the 14th Five-Year Plan period,so as to put forward targeted suggestions for the diversified supply path of grass-roots comprehensive cultural service centers.
