Study On The Supply Of Public Cultural Services At The Grassroots Level

With the rapid development of economy and society,the material conditions of citizens have made a qualitative leap.The satisfaction of material level makes citizens’ pursuit of spiritual level increasingly prominent.The supply level of government public cultural services is directly related to the sense of obtaining and satisfaction of citizens’ spiritual culture.Therefore,a higher level of public cultural service supply can meet the needs of citizens.The main body of grass-roots public cultural service supply is the government.Scientific and effective provision of public cultural services has become an urgent issue.In order to meet the growing cultural demand of the public,the supply side structural reform of public cultural services is imperative.Build a service-oriented government to provide high-quality and high-standard public cultural supply for the public,and ensure the public to enjoy cultural rights.In the new era,the problems of unbalanced supply and demand,low supply efficiency and single supply subject in the public cultural service link need to be solved by the grass-roots government to improve the capacity of public cultural service.In view of the cultural demands of different levels of grass-roots public,the effective supply of public cultural service can be realized.Based on the theory of supply and demand,the theory of service-oriented government and the theory of governance,this paper studies the supply of public cultural services in Z County,Shandong Province.On the basis of summing up the effect of public cultural service in Z County,this paper puts forward the existing problems of public cultural service in Z County,including the single supply mode led by the government,the low efficiency of supply,the imbalance of supply,the imbalance of cultural supply and cultural demand structure,and the unsound system of cultural talents.From the analysis of the causes of these five problems,we can draw the conclusion that the main body of supply is not accurate,the assessment and evaluation mechanism of cultural services is not perfect,the financial investment in the field of cultural services is insufficient,the government’s decision-making does not match the public demand,and the government does not pay enough attention to the construction of talent team.Finally,through the analysis of the above parts,the paper puts forward the promotion path of the grass-roots public cultural service supply,including: establishing themulti participating supply subject system such as government,enterprise and social organization,establishing the scientific public cultural service supply performance evaluation mechanism,improving the public cultural service fund-raising mechanism,constructing the scientific county cultural service mechanism,and strengthening the public culture Serve the construction of talent team system.Through the analysis and discussion of this paper,it can provide some reference and reference for other grass-roots areas in the construction of public cultural service supply system,and improve the overall level of grass-roots public cultural supply.
