In the 21 st century,the world situation tends to ease,and countries gradually change the original competition mode with military and economic strength as the main content of competition,and begin to turn to soft power competition with culture as the core.Culture has increasingly become an important standard to measure a country’s comprehensive national strength.International relations have also begun to change to a new form with culture as the main medium of communication under the keynote of equal relations.Taking culture as the main communication medium of cultural diplomacy for sovereign countries to achieve specific political goals or foreign cultural strategic goals has gradually become a new trend of exchanges between countries.Generally speaking,a country’s foreign cultural exchange largely depends on the development of its domestic cultural industry.Developed cultural industries will become the source of the continuous export of foreign culture.Countries lacking strong support for cultural innovation are often at a disadvantage of being forced to accept cultural input from other countries in foreign cultural exchanges.After reform and opening up,China’s foreign exchanges began to become frequent,but relatively speaking,they focused more on economic and political aspects.In terms of foreign cultural publicity,China still has some shortcomings,such as the single form of cultural exchange,the lack of modern factors in most of its culture inherited from traditional culture,and the lack of awareness of cultural property rights.In recent years,China has begun to attach importance to the important role of culture in international exchanges,and has formulated a series of guidelines and policies to promote cultural exchanges with foreign countries.However,this is not achieved overnight,and it needs to go through a process from imperfection to perfection.As China’s neighbor,South Korea,after Kim Dae Jung proposed the policy of "building the country through culture" in 1998,the cultural industry has developed rapidly in the past few decades,and the Korean wave culture has swept the world.While bringing economic benefits,Korean wave culture has changed the views of other countries on South Korea and improved its international status by improving its national image.Among the many foreign cultural communication institutions in South Korea,the Korean Academy of culture abroad,which takes culture as the link and is committed to promoting cultural exchanges and improving the international influence of South Korea,plays an irreplaceable and important role.The success of the Korean Academy of culture abroad provides a case for the theoretical study of Chinese culture’s overseas communication.China,which is slightly deficient in its own cultural development and foreign cultural exchanges,can refer to the relatively mature institutional setup of South Korea and make use of it according to its own characteristics,so as to improve its international influence. |
