Study On Women’s Political Participation In Shanxi,Chaa-Hebei Border Area (1937-1945)

Women’s participation in politics is an important part of the women’s movement and also an important aspect of the democratic regime construction in the Jin-Chaa-Hebei border area.Before the establishment of the border area government,the Shanxi,Chaa-Hebei region was blocked by traffic and had strong feudal ideology.Women were confined to their homes all the year long to serve their in-laws,serve their husbands and raise children.Their low political and economic status,lack of participation in political power and very low level of education restricted the development of women’s political participation.Women who had been oppressed for a long time found it difficult to take part in politics under the special circumstances of war.After the establishment of the border area government,it attached importance to women’s participation in politics,legally guaranteed women’s suffrage,and implemented policies to encourage women to participate in politics.The border area women’s suffrage movement began to develop.As the main women’s organization in the border region,the Border Women’s Rescue Association actively promotes and mobilizes women to participate in politics,especially the rural women who are deeply oppressed and under difficult circumstances.With the cooperation of the government and the Women’s Rescue Society,a special publicity agency was set up to further publicize the policy of women’s political participation by adopting flexible and varied publicity strategies and methods.We should attach importance to the cultivation and training of women cadres,gradually improve their working ability,and enable more women cadres with political participation ability to participate in the construction of political power and women’s work.Pay attention to the health and children of women cadres,solve the worries of women participating in politics,and encourage more women to participate in politics.Women’s literacy classes,civilian schools and training courses have been established to combine literacy education with political knowledge,so as to raise women’s literacy ability and political participation awareness.Under the government’s propaganda and mobilization,women in the border area gradually weakened their self-isolation,gradually strengthened their awareness of political participation,and gradually participated in the democratic regime movements at all levels.Women’s political participation is an important aspect of the democratic regime construction in the border area.According to the development process of the democratic regime in the Jin-Chaa-Hebei border area,women’s political participation in the border area can be roughly divided into three stages: the beginning of political participation,the climax and the normal development.The women’s political participation in the Jin-Chaa-Hebei border area is different from the women’s political participation in other anti-Japanese base areas and nationalized areas,showing its own uniqueness.The Party and government of the border region attach great importance to the participation of rural women in politics,provide a way for rural women to participate in politics,attract a large number of rural women to participate in the construction of political power,and elect a group of hard-working female village heads,district and county heads and senators at all levels.They are conscientious in their posts and rated as models of women’s political participation,contributing to the construction of democratic political power in the border region.After several democratic elections,women in the border areas further enhanced their awareness of political participation,began to cherish their right to participate in politics,and fought against the corrupt actors who sabotaged their elections,thus promoting the healthy development of women’s work in the border areas.The women’s suffragette movement in the border areas took service for the Anti-Japanese War as its main purpose.As it emerged and developed in the war environment,there were inevitably some problems.There were far more men than women in party and government organs at all levels,especially women cadres above the county level.It can be seen that the development of the women’s suffragette movement needs a long process.Compared with the past situation where women did not participate in the political power,the cause of women’s suffragette in the border area has made great progress.
