The reform and opening-up policy has resulted in large-scale cross-regional migration of Chinese people, and the continuous flow of inland labor to the coast has fueled rapid urbanization in the eastern coastal areas, while urbanization in the inland areas, where population outflow is relatively slow, has slowed. The spatial distribution of urbanization in China has steadily formed substantial east-west distribution characteristics as a result of population migration. The development of county urbanization is an important way to improve the quality of urbanization development,as well as an important support for comprehensive and balanced regional development in China, against the backdrop of optimizing territorial spatial layout and promoting coordinated regional development. However, the majority of counties with low levels of urbanization are in inland areas, and the features of county urbanization in inland areas differ from those in inflow areas.Exploring the distinctions between the two can give a theoretical foundation for regional urbanization’s balanced growth. In light of this, using Sichuan-Chongqing area’s county as the research object, and relying on statistical yearbook data, census data, dynamic monitoring of the floating population survey data, and reflow population survey data, this article examines the county urbanization recent years to improve, characteristics, and influencing factors, examining the development of county urbanization. Finally, this paper puts forward the development mode of’consumption-type urbanization’ in the county of Sichuan and Chongqing area on the basis of the research conclusion. The main conclusions are as follows:(1)The acceleration of county urbanization in the Sichuan-Chongqing region is constantly promoting balanced regional urbanization development.Based on the external background of county urbanization development, the urbanization in the Sichuan-Chongqing region is rapidly closing the development gap with that in developed areas, and its urban population in China is also rapidly growing,as a result, the Sichuan-Chongqing region is gradually becoming an important urbanization area in China. In terms of the internal evolution of county urbanization, when compared to high level cities, the county urbanization development level is low but fast, the county of new urban population than accounts for more than half and continues to grow, take part in the rapid urbanization of the county has become the main body of each region urbanization development, making internal and each area county urbanization differences shrinking.(2)The spatial pattern of county urbanization in the Sichuan-Chongqing region is developing toward equalization, and the distribution of high-value areas has shifted from the small core of the Chengdu-Chongqing main city to the large core of the central Sichuan-Chongqing region. In terms of spatial evolution pattern, county urbanization in the Sichuan-Chongqing region is centered on the development axis of’Cheng-mian-de-le’ in Sichuan province and Chongqing’s main city. The rate of urbanization in counties close to the core is higher than in counties far from the core. However, with the rapid improvement of urbanization in eastern counties, the gap in the spatial and temporal pattern of county urbanization is gradually closing, and the spatial layout is settling into equilibrium. The overall and local agglomeration of urbanization at the county level in the Sichuan-Chongqing region has been strengthened in terms of spatial differentiation pattern.Small-scale agglomeration in Chengdu and Chongqing gradually gave way to large-scale agglomeration in the central Sichuan-Chongqing region, and the high-value area is forming at the county level in central Sichuan and the Chongqing region.(3)The growth and distribution of urban population at the county level in the Sichuan-Chongqing region are closely related to population outflow at the county level.Counties have also become the carriers of rural population outflow and urban population growth, and the larger the scale of the county population outflow, the faster the urban population growth, the county urbanization and population outflow were positively related to relationship, and the support of population outflow for local urbanization has become an important feature of county urbanization development in the Sichuan-Chongqing region. The spatial pattern of county towns is also heavily influenced by the spatial distribution of outflow population. The population outflow counties in the sichuan-Chongqing region are distributed in the northeast, southeast, and central areas, and the spatial distribution of the newly increased urban population is the same as that of the population outflow, which begins to expand to the northeast and southeast, causing the scale of the counties in the middle and east of the Sichuan-Chongqing region to expand continuously, and the spatial distribution of the county urban population is expansioning to the northeast and southwest.(4)The foundation of county economic development is weak, and urbanization is always ahead of economic development, particularly industrialization. On the one hand,in the rapid development stage of urbanization, county economic development is not dynamic;only the counties surrounding Chengdu-Chongqing’s main city are economic hot spots, while the rest of the region has large-scale cold spots, with obvious stable spatial segmentation zones between the cold spots.County urbanization is ahead of economic development areas in this economic spatial pattern, and is clearly clustered in the less-developed northeast, central north, and central south with rapid urbanization development. On the other hand, the industrial-oriented secondary industry, has a limited capacity to support the county economy and urban employment, whereas the service-oriented tertiary industry has a greater capacity to support the county economy and urban employment, and the intensity of urbanization in most counties is increasing in response to the development of tertiary industry.(5)Consumer market, industrial structure, economic development, government role, public service, regional conditions, and urban-rural gap all influence county urbanization in the Sichuan-Chongqing region.Sort the influencing factors by the size of the elastic regression coefficient, respectively, retail sales of consumer goods per capita, tertiary industry added value to GDP,fixed asset investment, per capita GDP,number of medical beds per 10,000 people, secondary industry added value to GDP,number of primary and secondary school students per 10,000 people, road travel time from regional central cities, and urban-rural income difference.Among these, the proportion of retail sales of social consumer goods and the added value of tertiary industry have a significant impact on county-level urbanization development. That is,counties with a more developed service industry and a more active consumer market can encourage urbanization growth during the economic development process.Residents’ consumption can consistently drive regional economic development despite a weak industrial foundation and lack of backing from specific businesses. As a result, the’consumption and urbanization’ mode emerges.
