The Inflation Reduction Act,signed into law by U.S.President Biden on August16th,2022,aims to promote clean energy,mitigate climate change,lower health care costs,and reduce the fiscal deficit by means of tax credits and subsidies increase.As for Subtitle D(Energy Security)of this Act,it specifies the modification and extension of tax credits for the generation of electricity from renewable resources,for investment in specific energy properties,and for alternative fuels,fuel mixtures,biodiesel,and renewable diesel.For another,to achieve the carbon peak and carbon neutrality goals,China is also striving every effort to coordinate the development of energy security,economic growth,and climate change for the purpose of a modern energy system.The translation of this Act may facilitate our country to seek cooperation or take countermeasures based on knowledge of the most recent changes to American energy-security regulations,and to improve relevant laws and regulations.As there is no Chinese translation of this Act,Subtitle D is selected for translation practice.In terms of text type,this Act is a legal text with a primarily prescriptive function,emphasizing accuracy,conciseness,and clarity.In addition to the basic characteristic mentioned above,this legislative text has a salient feature of technicality(or it can be called a“legislative text with technical features”).With the guidance of the“Information Bridges”model,this report analyzes the translation strategy and skills of the legislative text with technical features from the perspective of linguistic conventions so as to accurately convey the information of this text.It is designed to answer two main questions:First,the distinctive features of this Act at the lexical,syntactic,and textual levels;second,the influence of linguistic conventions on the translation of technical legislative texts at the lexical,syntactic,and textual levels.To summarize this translation practice,the translator found that this Act is characterized by technical terms and verbal nominalization at the lexical level,long and complex sentences and passive voice at the syntactic level,and structural units and cohesion at the textual level.Besides,linguistic conventions help produce accurate,consistent,smooth,and professional translations.Through this translation practice,the translator hopes to master the translation of technical terms,enhance the translation ability of technical legislative texts,and provide inspiration and suggestions for the translation of similar texts.
