Abstract/Summary:
Food safety accidents have been frequent in China since 2000.In order to curb the occurrence of malignant food safety accidents,we have taken many measures,such as revising laws and regulations,and establishing the State Food and Drug Administration.Although it alleviates the situation to a considerable extent,food safety has not been effectively supervised in essence due to the large market,complicated personnel and weak supervision ability.In the process of exploring effective methods of food safety supervision,several key events,such as the Supreme People’s Court’s recognition of the identity of "consumers" of the occupation anticounterfeiting people in the field of food and medicine,and the ten times compensation in the new Law of FoodSafety,have driven the boom of occupation anti-counterfeiting behavior inthe field offood safety.The occupation anti-counterfeiting people force regulatory departments to strengthen supervision and operators to strengthen the internal management of enterprises,which in a disguised way promotes the improvement of food safety supervision.However,profit-driven occupation anti-counterfeiting behavior brings many problems in moral aspects.This paper takes occupational anti-counterfeiting in the field of food safety supervision as the research object and selects Yueqing city of Zhejiang province as an example,analyzing the problems of occupational anti-counterfeiting in the field of food safety supervision and looking for its causes through the study of the rise and characteristics,and by reference to domestic and foreign research situation and case analysis,to explore from the department of construction,change ideas,strengthen the social regulation perspective of how to solve the problem of occupational fraud in the field of food safety,in order to achieve the purpose of optimization of food safety supervision.This paper is divided into five parts.The first part of the introduction includes the research background and significance,research status at home and abroad,research content and methods.The second part tries to define the relevant concepts of food safety supervision and occupational anti-counterfeiting,and analyzes the main theoretical basis of this paper.The third part analyzes the causes and development of occupational counterfeit fighting and the main characteristics by studying the historical evolution of occupational anti-counterfeiting in the field of food safety supervision.The fourth part expounds the current situation of occupational anticounterfeiting in the field of food safety supervision in Yueqing.Firstly,the status quo of grassroots food safety supervision in Yueqing city and the specific practices of Administration for Market Regulation of Yueqing in food occupational anti-counterfeiting are systematically introduced,so as to clarify the positive and negative effects of food occupational anticounterfeiting,and summarize the main problems encountered by grassroots food safety supervision departments in the face of occupational anti-counterfeiting in food safety.Finally,the fifth part tries to conceive solutions to problems in the field of food safety aiming at the problem of occupational anti-counterfeiting,and puts forward feasible Suggestions to optimize food safety supervision at the grass-roots level.
