In the ten years before and after the "South China Sea Arbitration",the Philippines’foreign policy toward China has cycled,from the active cooperation between the Arroyo government and China,to the strategic containment of the Aquino government,and to the Duterte government once again repairing with China has formed a circle of good times and bad times.According to literature research,this article believes that the Philippines’China policy follows the regular pattern:In view of the special significance of the United States to the Philippines,the Philippines’ China policy changes along with the change of the US’s China policy,and the transition node is closely related to the South China Sea issue.As for the future development trend of China-Philippines relations,China should be committed to promoting peace and stability in the South China Sea.In the mean time,it is necessary for China to promote the full development of the Belt and Road Initiative in Philippines and achieve mutual benefits.
