Inclusive Governance:from The Perspective Of "State-society" Relations Correction Of Human Feelings And Reconstruction Of Rural Order

This paper chooses F village in Y County of Hubei province as the investigation site,based on the field investigation data of dozens of interviewees of different ages and related files.It was found that in the process of the state’s constructive policy to deal with the local alienation of human feelings,villagers and even village cadres still appeared to be unable to set up color tents or set off firecrackers,the ceremony room and the account book conceal and so on form informal rule to choose obeys or the differentiation execution policy phenomenon.As a result,the policy effect of Y county to promote the regulation of human sentiment is dispelled to a certain extent,and F village is faced with the double predicament of not understanding the national policy and disorder of human sentiment within the village.Based on this,F village,with the support of the township government,through its own exploration,set up the villagers integrity archives in the village,the reward and punishment mechanism of the villagers’ civilization and credit is connected with the participation and responsibility of the villagers’ family members in the process of the governance of the alienation of human sentiment.The main body of the article consists of three parts.First of all,this paper investigates why the endogenous human feelings in the central village of F have gone to alienation,and explores the reasons of the ritual and mutual-aid human feelings alienation from the evolution of the basic conditions of the alienation of human feelings,however,the lack of public authority and the absence of human relationship withdrawal mechanism leads to the self-adjustment failure of rural human relationship disorder.Secondly,in the case of the failure of self-adjustment in the countryside,Y county and the executive branch have carried out positive rectification of the alienated human sentiment and achieved good results.However,the policy continued to advance in the process of the village of F has encountered resistance to the informal rules of particularism.Finally,the paper focuses on the concrete process that the state and the rural society promote the villagers’ active participation in the village public affairs through the platform of the villagers’ good faith archives,and discusses how they correct and reconstruct the out-of-order human relations.This paper holds that the informal network of human relations has undergone a change from consanguinity and geography to the identity of interests,which provides legitimacy for the state constructive policy to intervene the alienation of human relations in rural society.And the emergence of villagers and even village cadres to not build color sheds,not set off firecrackers,ceremony rooms and account books hidden and other forms of informal rules,to resist or eliminate the state’s constructive policy,it is because the universalist national constructive policy can not fit in with the informal rules of local particularism.The village of F has carried out different kinds of policies on the needs of different ritualized human relations,and through the points of villagers’ civilization and honesty and the village rules and regulations,the villagers have been urged to participate in the village’s public affairs,so that the rights and interests of the villagers are connected with their own behaviors,in the village public affairs has strengthened own participation and the sense of responsibility,thus realized the autonomy "Rule" and the national construction policy effective fusion.Therefore,only if the universalist national constructive policy and the particularistic informal rules are combined and adapted,can the human situation in the village,which has been alienated for a long time,be rectified,and the rural order can be strong to maintain the normal rules of human relations and social interaction.
