Research On The Construction Of "Bellwether" Team In The Rural Grassroots Party Organizationsin HuaiJi County

Rural cadres are the key to the success of all the major events deployed by the Party and the government in the countryside.As one of the most important cadres in rural areas,the "Bellwether" of the rural grassroots party organizations are the commander,leaders and executor of the policies of the party committee and government,and are the key to the leading role of the rural grassroots party organizations.The head of the rural grassroots party organisation is responsible for deepening the reform of the countryside,the stability of the rural society and the promotion of the construction of the overall well-off,and the quality of their abilities and structural differences are directly related to the development of various rural undertakings.Huaiji County is located in the northwest of Guangdong Province,at the junction of the three provinces(regions)of Guangdong,Hunan and Guizhou.Currently,the county has become the only county-level city written into the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area,and its rural development has seen unprecedented opportunities.In advancing the implementation of the rural revitalization strategy and integrating into the construction of the Guangdong-Hong Kong-Macao Greater Bay Area,the role of the "Bellwether" of rural grassroots party organisations cannot be underestimated.In recent years,Huaiji County has fully implemented the three-year action plan of Guangdong Province to strengthen the construction of grass-roots party organizations,and promoted the "Bellwether project" of rural grassroots party organizations with high quality,and constantly work on the selection and storage of people,learning and cultivation,protection and incentive,performance assessment,rural grassroots party organizations "Bellwether" team structure has been optimized,the quality has been improved,the party’s leadership ability has been enhanced.At the same time,the author through the county introduced the rural cadre construction policy and related measures to study,combined with empirical analysis,Soberly aware that there are still a series of problems in the construction of the "Bellwether" team of rural grassroots party organizations in Huaiji County,such as lack of actual work ability,unreasonable force structure,low work enthusiasm,and weak awareness of law and discipline,to promote the speed and quality of rural work and other aspects caused a certain impact.Based on people-oriented thinking,this paper takes the "Bellwether" of 326 villages(communities)in Huaiji County as the object of study.With the help of theories such as Xi Jinping’s important exposition on the construction of the "head goose" team of rural grassroots party organizations in the new era,new public management,human capital and hierarchy of needs,it analyses the causes of the problems arising from the construction of the "Bellwether" of rural grassroots party organizations in the county,including the inadequacy of the long-term quality improvement mechanism,the poor flow of talents to rural areas,the imperfect incentive and guarantee mechanism and the inadequate supervision and management mechanism.Lastly,it proposes countermeasures on how to further strengthen the construction of the "Bellwether" team of rural grassroots party organizations in Huaiji County,such as improving the precise and efficient education and training system,innovating the mechanism of selecting and flowing talents,optimizing the scientific and feasible target incentive guarantee mechanism and optimizing the supervision and management mechanism.This paper hopes that through the study and exploration of the construction of the "Bellwether" team of the rural grassroots party organizations in Huaiji County,it will provide useful reference for the practice of the construction of the "Bellwether" team of the county’s grassroots party organizations at this stage,so that they can be transformed into rural human capital as soon as possible,so that they can play a leading role in agricultural and rural work and accelerate the change of the relatively backward face of rural agriculture in the county.
