| Institutional staffing resources are important political resources and governing resources,and institutional staffing is an important work of the Party.In August 2019,the CPC Central Committee issued the Regulations on the Work of CPC Institutional Reform(hereinafter referred to as the Regulations).Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,the Regulations strengthen the Centralized and unified leadership of the Party over institutional staffing,which is the basic observance of institutional staffing in the new era.The formulation and implementation of the Regulations is of great significance to the implementation of the principles governing the establishment of the Party’s institutions,the legalization of the establishment of the Party’s institutions,the improvement of the level of the establishment of the party’s institutions,and the consolidation of the organizational foundation for the party’s governance.At present,China’s institutional management is becoming more and more standardized.Remarkable results have been achieved in strictly controlling the total amount of compilation and strictly implementing the quota management of institutions.However,there are still many problems in reality,among which the problem of mixing posts and posts is particularly prominent and needs to be solved urgently.In order to solve the problem of mixed mixed hillock,promote the recruitment management of scientific,standardized and effective operation and play a role,promote the ability of the government governance,this study use prepare technical management of the logical framework as the theoretical guidance,from establish the professional,technical and management standardization,legalization,institutionalization and so on five big aspects,Focus on the current situation of W county establishment management system to analyze,extract problems and cause analysis,finally put forward further standardized establishment management countermeasures and suggestions.This paper consists of six chapters: The first chapter introduces the background and research significance of the topic,analyzes the research status of establishment management at home and abroad,and puts forward the research ideas and main content of this paper.The second chapter introduces the concepts of establishment management and the two logics of establishment management,and expounds the establishment management framework of technical logic.The third chapter,based on the technical logic framework of compilation management,takes the current situation of "mixed compilation and mixed post" in W County as the research object,analyzes the phenomenon of mixed compilation and mixed post in W County from five dimensions of specialization,technologization,standardization,legalization and supervision.The fourth chapter analyzes the causes of the problem of mixed recruitment and post,and finds that the lack of professional verification standards,the real name system management technology is not perfect,the mixed management of administrative institutions is not standardized,the relevant laws and regulations are not perfect,the supervision mechanism is not perfect and has not formed the normal problems.The fifth chapter puts forward countermeasures and suggestions to solve the problems of mixed staffing and posts from the following five aspects: scientific verification of the establishment of administrative institutions,strengthening the management of real-name system of establishment,strictly standardizing the use and mobilization of establishment,promoting the management of establishment by law,and establishing and perfecting the long-term supervision mechanism.The sixth chapter summarizes the whole paper and puts forward the shortcomings and prospects of the research. |
