| The non-exclusive and competitive characteristics of the use of public resources make the phenomenon of "tragedy of the Commons" easily appear in the use of public resources,resulting in the exhaustion of public resources.Driven by economic interests,public resources in rural areas are facing such a dilemma.The governance of rural public pond resources belongs to the content of rural governance,which is of great significance to the modernization of rural areas.Based on the theory of collaborative governance,this paper takes the case of over-collection of river sand resources in VILLAGE D as the research object.Based on the practice path of collaborative governance of river sand mining in village D and following the logical thread of "governance backgroundgovernance process--governance result",this paper explores the multi-subject collaborative governance of village public pond resources.It provides theoretical and practical reference for the governance of public pond resources in rural areas.There are five chapters in this paper.Firstly,the research origin and significance of this paper are introduced,and the research results of the collaborative governance of rural public resources by domestic and foreign scholars are sorted out,and the research framework is clarified.Then,the background conditions,system process and operation results of the collaborative governance of river sand mining in D village are described.Among them,the governance background is the realistic field of collaborative governance,and the independent management of township government,institutional constraints and lack of trust relationship together constitute the background conditions before collaborative governance.System process is the core of collaborative governance,and it is an interactive process in which the relevant subjects of sand mining governance conduct interest game to promote the establishment of collaborative system and trust relationship between subjects.The process of sand mining and governance in village D begins with the interest game between the superior government,the township government and the villagers.In the case of the expression of the interest demands of each subject,the subject carries out collective consultation on the consensus of the goal of effective governance of river sand resources,forms institutional constraints,and establishes a relationship of trust to realize the process of concerted action.The result of governance is the degree to which the expected goal is achieved and the impact on the environment.The development of sand mining and governance process in VILLAGE D enables the formation of governance system constraints and the effective conclusion of trust relations between subjects,so that the interests of each subject can be achieved and the use of river sand resources can be effectively managed.Finally,the logic analysis of effective management of public pond resources and the key analysis of collaborative management of public resources are discussed.The study found that the effective governance path of river sand resource governance in VILLAGE D is to promote the establishment of collaborative system and trust relationship between the stakeholders through the expression of interest appeals of multiple subjects.Therefore,the action effect of a single subject can no longer achieve effective governance of rural public resources under the background of marketization,but requires the collaborative governance of multiple subjects.The expression of interest appeals of multiple subjects forms interest games,and the formation of institutional constraint content that endows governance power of multiple subjects to promote coordinated action is the path of effective governance practice of VILLAGE D.Therefore,the power game between multiple subjects is the effective logic of the collaborative governance of public resources,and the negotiation and communication and trust building throughout the governance process are the key to the collaborative governance of public resources. |
