Dilemma And Optimization Strategies For Departmental Collaborative Governance In The Operation Of The River Chief Syste

The river-chief system is a water-governance system that has been promoted from top to bottom in the nationwide since 2016.The river-chief system aims to form a new pattern of water governance with the river chief as the head,the upper and lower levels being concentric,the cross-department joint,multi-sector participation,and water and land co-management and co-governance.Guizhou province has implemented the river-chief system for five years since 2017.Based on synergistic theory and holistic government theory,this paper takes "the body of governance-the way of governance-the efficiency of governance-the goodness of governance" as the governance framework of river chief system research,and takes multiple interactions,trust,management logic,incentive mechanism,resource allocation,cooperation channels,governance means and governance technology as influencing factors.This paper also analyzes the synergistic relationship between the upper and lower levels of river chiefs,the same level of river chiefs,trans-regional water governance,government and society in the operation of river-chief system in selected cases,so as to build a theoretical analysis framework of collaborative water control.Under this framework,this paper briefly analyzes the emerging process of the river chief system in China,combs the development situation of the river-chief system in Guizhou Province,takes the implementation of the river-chief system in Anshun of Guizhou Province as an example,uses case study method,and examines the operation of the river-chief system in Anshun through the theoretical analysis framework of collaborative water governance.It is found that the current river-chief system in Anshun has difficulties in the collaboration between superiors and subordinates,cooperation between departments at the same level,cross-regional co-governance and coordination between government and society.The main reasons are the fragmentation of management logic,the conflict of governance objectives and the imbalance of governance structure.Based on the experience of "five water co-governance" in Zhejiang province and multi-ecological co-governance of Taihu Lake in Jiangsu Province,combined with the actual situation in Anshun,it is concluded that the river-chief system in Anshun should break the fragmentation through the overall coordination mechanism,resolve the conflict through the stable operation of the system,and break the structural imbalance through multi-ecological co-governance.
