| In recent years,with the rapid development of information technology,the digital transformation of government public administration has gradually deepened,and the amount of data has grown exponentially.The government uses massive data to carry out social governance and improve the efficiency of governance.However,in this process,there are also issues such as data collection boundaries,privacy protection,and platform construction.The current research on data governance,in terms of content,mainly focuses on the path and countermeasures of data governance from an internal perspective,that is,organization,personnel,structure,system and other factors;in terms of methods,qualitative research methods are mostly used,there are few discussions on data governance-related issues in a quantitative way;in terms of perspective,it stays at the stage of examining the effect of e-government as a whole on government trust,ignoring the public value.Therefore,from the perspective of the public,this thesis attempts to introduce the ES-Qual model to measure the perceived quality of government data governance,and divides the perceived quality of data governance into five dimensions:efficiency,availability,fulfillment,privacy and fairness.This thesis study the effect of data governance perceived quality on public government trust,and using citizen data literacy as a moderator variable to analyze its moderating effect.In order to verify the research hypothesis,a questionnaire was formulated according to the research framework.The questionnaires are mainly divided into the government data governance perceived quality scale,the government data governance public expectation scale,the government trust scale and the citizen data literacy scale.A total of 403 formal questionnaires were recovered by means of online questionnaires.Then using SPSS 24.0 and AMOS24.0 software to analysis data,conducting matched samples t-test,pearson correlation analysis,hierarchical multiple regression analysis and moderating effect analysis.The analysis shows that there is a significant difference between the perceived quality and public expectations of data governance.All dimensions of perceived quality have a significant positive effect on government trust.Citizen data literacy plays a negative role in the relationship between efficiency,availability,performance,fairness and government trust.Therefore,this thesis suggests that the quality of government data governance can be improved from five aspects:improving technical capabilities,improving service efficiency,improving citizens’ data literacy,implementing due diligence,and formulating legal standards,so as to enhance government trust. |
