In the era of digital economy,data has gradually changed from information carrier to one of the most important production factors.Smart city construction,data industry development and social governance are all based on data.However,with the exponential growth of data volume,the governance of massive data has become particularly important.The government owns 80% of the information resources of the whole society and controls a large number of high-density and high-value data.However,there are many problems in government data governance,such as data island,low utilization rate of data development,different data standards,poor data quality and so on.This paper finds that: in practice,the Chinese government has issued a series of policies to protect and promote government data governance,but the policies issued by the central government are relatively scattered,and the policies issued by the local governments only aim at the local particularity and do not have the overall guidance.Neither of them has formed a perfect and unified policy system,which is difficult to guide and effectively regulate government data governance.As a new compound computer technology,blockchain technology has the main characteristics of security and transparency,poor tampering,distrust and traceability;Through the integration of data,message,service and equipment,ROMA integration platform supports system reuse and cross regional integration,simplifies the government data cloud process and helps the government realize digital transformation.From the macro perspective,the integration of the two provides a new way to solve many problems of government data sharing.In order to promote the development of government data governance,we also need to solve the problems of data standards and data quality in the process of government micro data governance.In the aspect of literature research,firstly,although some achievements have been made in the research of government data governance policy,its focus is on the introduction and comparative analysis of foreign data governance policy research and practice,or the analysis based on synergy theory,and there are few achievements in the research of government data governance policy,There are few researches on the influencing factors of government data governance in China from the perspective of policy analysis;Second,blockchain and ROMA integration platform can be applied to government data governance,but the specific application is not discussed in detail;Thirdly,ROMA integration platform has not been analyzed and summarized academically,and then sublimated to the theoretical level to supplement the existing theory and better guide future practice;Fourth,there are few specific analysis and Research on the data level.Therefore,this paper uses the content analysis method to build an analysis framework from three dimensions of policy tools,data life cycle and policy form to quantitatively analyze and evaluate the content of government data governance policies at the national level,and then summarize the influencing factors of government data governance;Based on the analysis of the influencing factors of government data governance,from the macro perspective,combined with the technical architecture of blockchain and ROMA integration platform,the overall architecture of government data sharing system based on blockchain technology and ROMA integration platform is constructed,and the two technologies are embedded to make it applied to government data sharing;In order to promote the development of government data governance,this paper analyzes the data standard and data quality from the micro perspective.
