Research On Emergency Management Of Network Security Incidents In The New Situation

The world entering in a period of rapid development of the digital economy,new technologies,business forms,and platforms in cyberspace are booming,which profoundly affects technological innovation,industrial structure adjustment,and economic and social development.As the cornerstone of the development of the digital economy,network security faces huge risks and challenges.Specially,since the Covid-19 epidemic,cybersecurity incidents such as advanced persistent threats(APT),cyber extortion,and data theft have become more and more frequent and endanger seriously national security and the stable operation of the social economy.Thus,strengthening the emergency management of network security incidents constitute an inevitable requirement for safeguarding the interests of the people,national security and the stable development of the economy and society.The mentioned emergency management has become a common task faced by all cities and an important issue that weighs heavily in the nationwide coordination of network development and security.This paper takes D District of Chongqing as an example.By using rigorous academic research methods(such as literature research methods,case analysis methods,questionnaire survey methods,interview and communication methods),and in combination with public crisis management theory and PDRR network security model,the paper first analyzes the existing problems and reasons of the area’s emergency management of network security incidents.In the second place,the paper proposes countermeasures and suggestions from five aspects of this emergency management:organization management,monitoring and early warning,emergency response,emergency protection,and prevention management,so as to promote the joint maintenance of network security by governments,industries,enterprises,social organizations,and the mass Internet users.This study is of reference significance for the strengthening of the network security emergency system and the building of emergency response capacity in all districts and counties of Chongqing.In addition,the research conclusions can serve as a guideline for other cities in China in the improvement of the emergency management and the prevention of network security incidents.
