In the autumn of 2013,General Secretary Xi Jinping successively proposed the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" in his speeches at Nazarbayev University in Kazakhstan and the Indonesian Parliament.During the eight years of the "Belt and Road" initiative,General Secretary Xi Jinping carefully depicted the theoretical conception and grand blueprint for the construction of the "Belt and Road",and the important speeches,policy documents and theoretical consensus related to this have gradually taken shape with the vivid practice and experience summary in the process of landing the "Belt and Road",which has become an important text of the "Belt and Road" theoretical and practical discourse system,and vividly interprets the scientific connotation of the "Belt and Road" discourse system.Tracing back to the roots,the "Belt and Road" discourse system has accumulated strong ideological and theoretical origins and far-reaching historical and cultural origins.However,the rich cultural heritage is not enough to promote the "Belt and Road" to the world,behind the discourse wind led by discourse power,there must be a discourse system with Chinese characteristics as a support,which puts forward higher requirements for the construction of the "Belt and Road" discourse system: first,it must be derived from history and serve reality;second,it must be led by theory and tested by practice;third,it is necessary to keep the right and make new,innovate and change.In today’s world where globalization is sweeping the world,to tell the story of China to the world well,we must also use chinese characteristics and words that can integrate China and foreign countries as the medium.On one hand,the broad and profound theoretical and practical content of the "Belt and Road" embodies Chinese characteristics: General Secretary Xi Jinping’s theoretical discourse system on the "Belt and Road" elaborates on the value pursuit of consultation,co-construction and sharing,the important measures of interconnection and the ultimate goal of building a community,while its practical discourse system is derived from the summary of practical experience in economic,cultural and social governance.On the other hand,the unique discourse style and language charm are integrated with China and foreign countries: they always adhere to the guidance of Marxism,use the discourse expression that the people like to hear,use appropriate rhetorical discourse,and innovate the expression of discourse on the basis of adhering to the direction of discourse theory,making it more attractive,appealing and influential.In short,the "Belt and Road" discourse system constructed in this regard has exerted a distinct influence in the torrent of time: at the theoretical level,it is conducive to enriching Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and developing socialist diplomacy with Chinese characteristics;at the practical level,it is conducive to improving China’s international discourse power,promoting the development and prosperity of countries along the route,and coping with risks and challenges on a global scale.
