Construction Of The Discourse System Of "The Belt And Road" Initiative

"The Belt and Road"refers to the proposal constructing "Silk Road Economic Belt" and the "21st Century Maritime Silk Road." The initiative has been responded positively by most of the countries along the routes,and it has also drawn attention from some extraterritorial powers.However,it encounters challenges in perception in the process of implementation.Different circles abroad,including politicians,academics and the media,possess prejudice even misunderstandings regarding "the Belt and Road Initiative.”There are even many noises.For example,the political,military,academic and public opinion circles in the United States believe that "the Belt and Road" is China's "westward strategy" to deal with the USA'sPivot to Asia-Pacific,"China's Marshall Plan",and the Chinese rebalancing strategy.Of course,there are also some cognitive changes from doubts to gradual recognitions.For example,the attitude of the Russian political community is from the initial misunderstanding,doubts and worries to the gradual understanding,approval,acceptance,support and cooperation.These understandings have inspired us not only to guide the international and domestic social community to objectively understand the "the Belt and Road" initiative,but also strive to build a discourse system for "the Belt and Road",increase trust and dispel misgivings,and allow domestic and foreign genuinely read the Chinese story of "the Belt and Road",Chinese wisdom embodied in the "the Belt and Road" initiative.In this sense,the research on the discourse system of the "the Belt and Road”initiative has important practical value.Based on the constructivism theory,the thesis addresses the following issues:the elements and contentss of the discourse system of the "the Belt and Road" initiative,the purposes,implementation strategies and specific methods for building a discourse system for the "the Belt and Road" initiative.The elements of discourse system of"the Belt and Road" include philosophy implication,practice basis,problem orientation and core discourse.Philosophical implies that the world is full of feelings in the Chinese philosophy as demonstrated by the "the Belt and Road" initiative,and the major power that builds a community of human destiny.The foundation of practice is the tremendous achievement of China's revival and the principle and experience of China's diplomacy.The issue points to the current global governance deficit and provides solutions to improve hegemonism and power politics in international relations.The core discourse is the pursuit of the goal of "building a community of destiny" for "benefiting the people of all countries along the line,”"Openness,mutual learning,mutual benefit and win-win cooperation for common development",thebasic idea of "amity,sincerity,mutual benefit,and inclusivenessspirit",the principle of "achieving shared growth through discussion and collaboration".The connotation of the "the Belt and Road" discourse system includes three aspects:the historical heritage,the undertaking of reality,and the pursuit of the future.There are three purposes for building the discourse system of "the Belt and Road":promoting the implementation of the initiative,shaping a healthy international discourse system,and promoting sound international governance programs.In order to achieve the goals,appropriate strategies and methods need to be adopted.Only by focusing on the target audience,shaping the norms of discourse,and enhancing the ability of communication can the effective construction of the discourse system be realized.In terms of specific approaches,we can build a solid foundation for discourse,construct a discourse structure and construct a communication system as a concrete path for constructing the discourse system.To sum up,constructing the discourse system of the "the Belt and Road"initiative is a systematic project,which requires us to accurately grasp its connotation,clarify its purposes and apply appropriate strategies and approaches,on in this way,can we improve the research of the initiative and effective promote its implementation.
