Intelligence is an important cornerstone of national security and development.In the face of great changes that have not been seen in a century,China,which is committed to the great rejuvenation of the Chinese nation,has put forward higher requirements for national security intelligence work.The previous consensus on national intelligence work is obviously difficult to cover the current complex national intelligence practice.Therefore,it is urgent to strengthen the construction of China’s national intelligence system,build a centralized,unified,scientific and efficient national security intelligence system,and enhance intelligence capabilities.This is an important measure to implement the holistic approach to national security and an important task to improve national security.Based on General Secretary Xi Jinping’s holistic approach to national security,this paper comprehensively combs the basic theory and practical basis of the national intelligence system,analyzes the current difficulties,analyzes foreign experience,and finally explores the construction of China’s national intelligence system.The first part takes the connotation of national intelligence as the starting point,according to the key tasks and practical needs of China’s intelligence work,leads to the elaboration of the basic problem of the connotation and extension of the national intelligence system.Make a reasonable distinction between the content of the national intelligence system and that of the modern information discipline system.At present,China’s intelligence system mainly includes logical framework,organizational system,coordination mechanism,legal system,supervision mechanism,personnel training and other important contents.At the same time,combined with the holistic approach to national security,clarify the value attribute of China’s national intelligence system in the new era and new situation.The second part mainly analyzes the realistic foundation of the construction of the national intelligence system.Through the specific analysis of the historical evolution of the national information activities since the founding of the People’s Republic of China and the current situation of the national information work,it discusses the organizational system foundation,coordination mechanism foundation and the legalization Foundation of the information work of the current construction of the national intelligence system.The third part,combined with the new requirements of the holistic approach to national security for national security work,deeply explains the dilemma of building a national intelligence system,and discusses how to effectively improve the operational efficiency of China’s intelligence organizations and comprehensively enhance the national intelligence capability,so as to cope with the increasingly fierce international competition and maintain national security.From the perspective of problems,the fourth part briefly analyzes the key issues of national intelligence systematization,such as the organizational system,coordination mechanism and legal system of the intelligence system of major overseas countries,and on this basis,summarizes three aspects of experience value that can be used for reference in the construction of China’s intelligence system.The fifth part explains the logical framework of the construction of national information system from the overall perspective,and puts forward five perfect countermeasures in terms of organizational system,sound institutions,legal system,supervision mechanism and personnel training according to the current practical needs of information work and the difficulties of information system construction.
