On The Improvement Of The Opearing Mechanism Of The Supervision Power Of Colleges And Universities

With the continuous deepening of the reform of the state supervision system,the State Supervision Commission of the Central Discipline Inspection Commission and the Provincial Discipline Inspection Commission have now assigned supervisors or discipline inspection and supervision teams to central management colleges and universities and provincial colleges and universities,giving colleges and universities the right to supervise,and the operation mode of supervision power of colleges and universities has since officially entered the state supervision mode.As an inseparable part of the state’s supervision power,the supervision power of colleges and universities performs supervision duties for personnel engaged in management in colleges and universities and other personnel exercising public power in accordance with law,truly achieving full coverage of supervision of public employees.As a limited authorization,the supervision power of colleges and universities focuses on the integrity education and integrity supervision of colleges and universities in the process of operation,and exercises the duty of investigation and handling of general job violations.Before the reform,the supervision power of colleges and universities was an internal supervision power,which had the color of administrative supervision power,and in the process of operation,it was extremely vulnerable to interference by administrative organs and leading cadres of colleges and universities,and lacked due authority,independence and comprehensiveness.After the reform,as a new system design and power arrangement,the supervision power of colleges and universities is fundamentally different from the previous power of supervision of colleges and universities.However,due to the fact that the reform of the supervision system of colleges and universities is in the stage of exploration and exploration,the current supervision power of colleges and universities is still affected by the internal supervision operation mode in the process of practical operation.Especially in the case of a complex overall environment for the governance of corruption in colleges and universities,in the process of operating the supervision power of colleges and universities,it not only faces the old problems of unclear positioning of supervision duties,insufficient connection of the leadership system,and difficult supervision at the same level,but also affected by the lack of professional quality of the supervision team of colleges and universities,the lack of rich work methods,and the lack of in-depth work content,resulting in the operation and coordination of the supervision power of colleges and universities being not smooth and inefficient.In this regard,this paper proposes a perfect path from the three angles of deepening the reform of the supervision system,optimizing the internal power allocation of colleges and universities,and strengthening the construction of the supervision team,trying to solve the practical problems in the operation of the supervision power of colleges and universities,ensuring the realization of the purpose of the operation of the supervision power of colleges and universities,and improving the standardization,rule of law and regularization of the supervision work of colleges and universities.
