Research On The Supervisory Recommendation System

With the continuous progress of the reform of the national supervision system,supervision committees at all levels have become China's specialized agencies for exercising national supervision functions,supervision recommendations serve as the supervisory committee's disposal responsibilities,starting with the rule of law and anti-corruption,through supervision and investigation procedures,to the issues of building a clean government and performing duties to relevant authorities and units,as a result,it has become a connection hub for comprehensive supervision and autonomous punishment power,as well as a path to cure both symptoms and root causes,and comprehensive governance.The in-depth study of supervision recommendations is of great significance to the supervision and restriction of power.Since the promulgation and implementation of the Supervision Law,China 's regional supervisory committees have gradually increased the use of supervision recommendations in supervision work,and various regions have gradually accumulated experience in the application of supervision recommendations,However,due to the too-macro legal and regulatory level of the current supervision and recommendation system,the lack of specific operating procedures and norms has also led to problems in the application of supervision and advice in practice.By analyzing and clarifying the current legal norms,theoretical research,and actual status of practical operations,analyzing and thinking about the above issues,and proposing corresponding improvement countermeasures,we can continuously improve the supervision and recommendation system,clarify the substantial effectiveness of supervision and recommendations,avoid reducing it to "general supervision" and provide stronger guarantees for the reform of the supervision system.On the premise of clarifying the background,research significance,and collection and analysis of the current research situation at home and abroad,the research on the supervision recommendations system is divided into four parts:Firstly,through the relevant legal regulations and academic research,the connotation,extension and type of the supervision recommendations have been clarified.At the same time,they have been discriminated from related concepts to make the supervision recommendations clearer and deeper;Secondly,sort out the current status of the supervision recommendations in terms of legal norms and practice;Then,the article analyzes and researches the current legal norms and practices related to supervision recommendations,and considers its problems in both the theoretical and practical levels.In theory,there are problems with incomplete system design and lack of specific norms,at the practical level,the status of local practice is uneven,the effectiveness of supervision and recommendations is out of balance,and the design of the relief mechanism is inadequate;Finally,the article puts forward corresponding countermeasures to the existing problems of the supervision and recommendation system,mainly aimed at the improvement of the basic system of supervision and recommendation,the standardization of procedures,guarantee of effectiveness,and relief system.
