| With the carriers of the internet and mobile terminals,short-video apps have formed an emerging industry that continues to thrive and shows promising prospects.The outbreak of the Covid-19 epidemic in 2020 promoted the comprehensive transformation of China towards social digitization,which catalyzed the further development of short-video apps.During the rapid growth,a series of unreasonable phenomena that result from different factors and involve various subjects have been in short-video apps.Those phenomena have triggered a widespread concern and posed a severe challenge for the regulation over short-video apps.Currently,short-video apps have entered the stage characterized by full-fledged commercial operations.The construction of scientific,reasonable and effective regulatory patterns have important implications for the development of the industry.Therefore,relevant research in the current era should be focused on how to refine the regulation over short-video apps and supervise the successful implementation of proper regulatory measures.From the perspective of responsive regulation,guided by the theory of diversified governance,this thesis discusses government regulation,the self-regulation of the short-video industry,and social regulation,and analyzes the current situation of short-video app regulation,as well as existing problems and their causes.This thesis proposes to clearly define the responsibilities,obligations,and rights of each subject,and construct a regulatory pattern that integrates the forces of multiple parties through a holistic and synergistic government-dominated governance model.Meanwhile,following a study on the next step of short-video app regulation of Zhonglou District,Changzhou,suggestions are proposed to further standardize the regulation,in hopes of making concerted effort to build a clean,healthy and civilized environment for short-video apps. |
