Study On The Influence Of "Resident Village Secretary" System On Village Grass-Roots Governance

Poverty is a problem that China and even the world are generally concerned about and is being solved.Developing countries and even developed countries have made unremitting efforts to this end.In order to solve China’s poverty problem and realize the modernization of the national governance system and governance capacity,China has actively explored a system suitable for the national conditions of rural areas-the system of sending resident village secretary to participate in grass-roots governance.The efficient operation of the system of resident village secretary has helped combat poverty: by the end of 2020,China has fully lifted the rural poor out of poverty.This paper focuses on how resident village secretary participates in grass-roots governance in the dispatched village,what work he has done in poverty alleviation and rural revitalization,and what problems resident village secretary faces at present.Taking Jingde County as the research site,after understanding the location conditions and the development of resident village secretary system in Jingde County,Xuancheng City,this paper randomly selects 5 villages from 8 poverty alleviation villages and 2 Rural Revitalization demonstration villages.The survey objects were divided into five subjects:resident village secretary,village cadre,ordinary farmer,poverty relief household and new business entity.The interview outline was designed respectively,and the actual interview process was recorded.In the later stage,the 25 hour recording was transformed into 50000 words,and it was summarized that resident village secretary integrated into the grass-roots level to do practical things,improve governance and strengthen services,and help the rural development during his stay in Jingde County.However,the survey found that there were also problems such as unequal rights and responsibilities,insufficient hematopoietic function,insufficient sense of identity under embedded governance,and policies affecting the continuity of work in the village.This article based on the grounded theory,through open coding,spindle coding and selective coding,the mechanism of resident village secretary influencing grass-roots governance is refined layer by layer: Party construction leads and gives play to the exemplary role of Party members;Create autonomy and cultivate endogenous power at the grass-roots level;Effective connection,steady transition and rural revitalization;Organizational guarantee to create a pattern of pluralistic co governance;Governance capacity,rural construction and improving people’s livelihood.Put forward improvement suggestions for the problems found in the research.First,we should optimize the power and responsibility system of resident village secretary and promote the matching of power and responsibility;Secondly,we should promote the transformation of grass-roots organization and governance ability;Thirdly,deepen the subject consciousness of resident village secretary and enhance the identity of villagers;Finally,refine the policy implementation of stationed resident village secretary to ensure effective connection.It is expected to provide a theoretical basis for the improvement of resident village secretary’s policy and provide ideas and reference for solving the problems in the process of resident village secretary’ s work.
