Rural revitalization is an important strategic plan to achieve Chinese path to modernization.The report of the 20 th National Congress of the Communist Party of China made organizational arrangements for it: it proposed that to promote the revitalization of rural industries,talents,culture,ecology and organizations,we must continue to do a good job in the work of agriculture,rural areas and farmers,put the development and construction of agriculture and rural areas in the first place,promote the integration of urban and rural development system and mechanism construction,and realize the modernization of agriculture and rural areas.At present,the battle against poverty has come to an end,and rural development has entered a new era.It is of great significance to continuously select the "first secretary stationed in the village" as one of the important measures to promote rural revitalization in key villages.However,it cannot be ignored that at present,under different policy backgrounds,the content of the "first secretary stationed in the village" ’s work in the village has also undergone changes.This change in policy background has caused the "first secretary stationed in the village" to face a series of difficulties in fulfilling their duties in rural governance,failing to fully play the role of improving the efficiency of multi subject collaborative governance in the "first secretary stationed in the village" policy positioning,and unable to form a joint force for rural revitalization,unable to achieve the goals of rural governance effectively.In order to deeply explore and analyze the dilemma of "the first secretary stationed in the village" in the context of rural revitalization and its solutions,this paper defines the main responsibilities of "the first secretary stationed in the village",a rural external support force.Using the literature research method and individual interviews,in-depth field research was conducted to interview 22 "the first secretary stationed in the village",several "village two committees" cadres and villagers in A District,M City,Sichuan Province,After understanding and analyzing the difficulties faced by the "first secretary stationed in the village" in the actual performance of their duties,it was proposed that the performance difficulties of the "first secretary stationed in the village" in village assistance are as follows: a long adaptation cycle,a clear desire for quick success,weak performance ability,and difficulty in performing grassroots positions.The reasons for the difficulties were thoroughly and systematically analyzed.Based on on-site research,countermeasures have been proposed to address the performance dilemma of the "first secretary stationed in the village" in the current rural revitalization strategy.Targeted measures have been proposed to strengthen the matching of rights and responsibilities,transform one’s own concepts,build a resource system,and refine care and incentives,in order to better adapt to the new role of the "first secretary stationed in the village" in the rural revitalization strategy.Through a series of measures,their performance ability has been improved,enabling them to overcome the performance dilemma,Complete the task of rural revitalization faster and better,and achieve rural modernization development as soon as possible. |
