Research On Emergency Management Problems And Countermeasures Of Y College Under The Background Of Public Health Emergency

In recent years,China has basically established a set of emergency management mechanism suited to China ’ s national conditions,but the sudden emergence of Covid-19 Epidemic Situation has put the country’s emergency management capacity to an unprecedented test.As Covid-19 Epidemic Situation has been effectively controlled,teachers and students of universities are going back to school one after another.In view of the large scale of teachers and students and the wide mobility of personnel,once an aggregated infection occurs,at the very least it will hinder the teaching management order of universities and affect the normal lives of teachers,students and staff.And it will seriously endanger the lives of teachers,students and staff,even destroy the country’s hard-won anti-epidemic results.Therefore,how to improve the emergency management ability of universities to deal with public health emergencies is a topic worthy of discussion.This study selected Y college as the research object,focusing on the outbreak of student boycotts during the closed campus management under the background of Covid-19 epidemic situation.On the basis of literature research,this paper investigates the emergency management mechanism of Y college by means of questionnaire survey and field interviews.The survey was conducted in A school district of Y college in March,2021.And the survey was selected the undergraduates as the research object.After tidying up,statisticsing and analysising the questionnaire,the author initially got the reasons for student boycotts of campus closed management.Based on the results of a questionnaire survey,the author conducted further interviews with students,class adviser,counselors,logistics staff and emergency team members,in May of the same year.After these two investigations,it was found that Y college had deficiencies in the management of dormitory,canteen and routine epidemic prevention during the closed campus management,such as the decision-making capacity of the temporary emergency response team is weak,emergency management has not been assessed when the situation changes,emergency management is not human-oriented,health monitoring and express access and other management methods are too traditional backward,the feedback channels of students are insufficient,positive fighting against the epidemic is short of publicity,short on manpower and capacity of the first-line emergency management members,and so on.In view of the above-mentioned shortcomings,combined with the management experience of other universities in dealing with the Covid-19 epidemic situation,this research puts forward some suggestions,such as improving the decision-making ability of emergency management departments in universities,adapting emergency management to the changing situation,paying attention to humanistic care in emergency management,embedding advanced scientific methods in emergency management,opening multiple communication channels in emergency management,strengthening the propaganda of positive energy deeds in emergency management and paying attention to the reserve of first-line emergency management members,as well as skill training,etc.This research provided reference measures with a view to deal with public health emergencies for universities in the future.
