| After the outbreak of COVID-19,urban communities,as the basic units of local epidemic prevention and control,have played an extremely important role.Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core and with the joint efforts of the people of the whole country,great results have been achieved in a very short period of time to contain the indiscriminate spread of COVID-19.Nearly 650,000 community organizations in urban and rural areas across the country have achieved major victories through online and offline technologies,including community epidemic prevention and control,and the use of big data,effectively safeguarding the safety of people’s lives and property,but some common problems have been exposed.With the development of economy and society,the community is no longer a simple social group settlement.How to realize the transformation from government management to the co-governance of multiple subjects is of great positive significance for building the community security defense line and building an innovative governance system.The "big test" of the epidemic makes people deeply aware of the complexity of public health emergencies,and the importance of community grassroots governance and community collaborative governance.J City is a megacities in China,with a large population of more than 20 million and a dense floating population.Compared with other cities,the epidemic prevention and control pressure is greater,the prevention and control cycle is longer,and the prevention and control means are stricter.RF community,located in the core city of J City,has a total population of about 12,000 people.Most of its permanent residents are non-local youth working in J City.It is one of the communities with the largest floating population,the highest living density and the most complex personnel in the third Ring Road of J City.Community emergency management refers to the general term for emergency management activities carried out within the community,which refers to the mobilization of community organizations and residents within the jurisdiction under the unified command of local governments to prevent and prepare for various emergencies within the jurisdiction,monitor and warn,emergency response and rescue,recovery and reconstruction,and other activities.After investigation,the author found that there are differences in the work subjects,governance methods,and achievements of the RF community in the early,mid-term,and normalized stages of epidemic prevention and control.These changes have exposed some practical problems that require further efforts from the community to solve.For example,due to the lack of clear mechanisms and guarantees,the boundaries of the main roles in community emergency management are not clear enough;In the process of work,there is a lack of effective mechanisms to support multi-party collaborative cooperation;When facing risks,due to insufficient manpower and emergency resource reserves,there are some difficulties in prevention and control work.In response to the above issues,the author proposes corresponding solutions.In order to better govern the community,it is necessary to clearly define the authority and scope of responsibility of each subject.In addition,the community also needs to establish an effective coordination mechanism,risk prevention mechanism and financial support mechanism,so that all people can participate in the community emergency management,so as to improve the level of Community Governance and promote high-quality community development. |
