Research On The Problems And Countermeasures Of Implementation Of Taizhou Small And Micro Enterprise Support Policie

In recent years,small and micro enterprises have developed rapidly and have become an indispensable force for China’s economic development.Under the background of the national "small and micro financial reform pilot zone",Taizhou has issued a series of support policies from multiple departments,angles and directions.While making some achievements,there are also some deficiencies,especially in the implementation of small and micro enterprise support policies,there are some problems,such as vague target positioning,conditions to be optimized,selective implementation,insufficient policy publicity and implementation,lack of supervision mechanism and so on.Combined with the horn mitt policy implementation system model,based on combing the support policies for small and micro enterprises at the national,provincial and municipal levels,this paper analyzes the reasons affecting the effective implementation of the support policies for small and micro enterprises of Taizhou Municipal government through literature research,questionnaire and interview.The main findings are lack of quantitative objectives,insufficient resource allocation,biased values and unclear assessment guidance,imperfect policy communication mechanism and lack of effective supervision and evaluation.In view of this,this paper adheres to the guidance of analyzing the problems existing in the implementation of Taizhou Municipal Government’s support policies for small and micro enterprises,and based on the Horne mitt system model,puts forward to accurately set and refine policy objectives and standards,improve the allocation of policy resources,improve the publicity and implementation results of policy implementation,strengthen policy execution and value orientation Improve the policy implementation supervision and accountability system and other countermeasures and suggestions to improve the implementation effect of supporting policies for small and micro enterprises in Taizhou.
