Research On Heyuan City Government Small And Micro Enterprise Financing Special Support Fund Policy Optimization

Small and micro enterprises play an important role in the process of China's economic development,and their value and role in economic development are becoming more and more obvious.Since China's reform and opening up,China's small and micro enterprises have continued to develop,with more than 40 million enterprises.The rapid development of small and micro enterprises has provided continuous development momentum for China's economic development.This study takes the special support policy fund management of government small and micro enterprises financing as the research content and Heyuan city as the case studyThrough in-depth research and research,it is found that the financing of small and micro enterprises in Heyuan City generally has a single financing condition for commercial banks,the financing conditions of small and micro enterprises are high,the guarantee methods are single,the financing of small and micro enterprises is difficult,the interest rate level is limited,and the financing cost is high.In order to solve the problem of financing difficulties for small and micro enterprises in Heyuan City,in 2019,Heyuan Municipal Government launched a small-scale enterprise financing special support fund management method.Through this policy,it has achieved good results:effectively broadening the financing channels of small and micro enterprises and alleviating enterprises.There is a shortage of funds for development,promoting management innovation of small and micro enterprises,and promoting technological innovation in small and micro enterprises in Heyuan City.However,there are still many challenges in the special support policies for small and micro enterprises in Heyuan City.For example,the use of special funds is short,and the use of funds is not obvious.The allocation of special support funds is arbitrary,the supervision system of financial support funds lacks supervision system,the financial support funds lack corresponding performance evaluation system,and there is no unified information release channel and publicity channels.In order to further enhance the effect of special support funds management for small and micro enterprises in Heyuan City,an in-depth analysis of existing support policies in Shanghai and Beijing has been carried out and gained a lot of experience.Specifically,this paper proposes the following four major policies to enhance the special financing policy for small and micro enterprises in Heyuan City:strengthen policy propaganda,enhance the coverage of special support policies,build special financing support policies for differentiated small and micro enterprises,and build government,enterprises and social supervision.The perfect performance evaluation system and the system system for improving the performance evaluation of government financial support funds.This paper studies the research that is sufficient to solve practical problems.This paper provides solutions to solve the problem of financing difficulties for small and micro enterprises in China.It also provides guidance for improving the management of special financing for government small and micro enterprises.
