Vigorously developing "Internet + government services",to make more data and less people run errands,so as to meet the growing personalized and diversified needs of the people,which is an important way to achieve modernize government governance capacity and build a service-oriented government.However,most of the existing studies on the development effectiveness of "Internet + government services" focus on the discussion of traditional concepts such as satisfaction and service quality,and fail to reflect the "touchstone" role of sense of gain in measuring the effectiveness of reform and development.Citizens’ sense of gain lacks extensive academic attention in the context of "Internet + government services".Based on this,from the perspective of "Internet + government service" users,this paper comprehensively uses semi-structured interview,questionnaire survey,grounded theory,factor analysis and other methods,and puts forward practical suggestions to improve "Internet +government service" citizens’ sense of gain on the basis of preliminary exploration of the concept connotation and measurement dimensions of "Internet + government service" citizens’ sense of gain.First of all,by reviewing the relevant research,we have clarified the scope of the conceptual connotation and the measurement dimension of the "Internet + government service" citizen’s sense of gain.Secondly,the semi-structured interview method was used to interview70 respondents,and the grounded theory was used to analyze the interview records.The 7 main categories related to the connotation of the concept of "Internet + government service" citizen’s sense of gain were obtained: individual characteristics,social influence,subjective perception,constituent elements,evaluation methods,social comparison and main characteristics,as well as the availability,system quality,information quality,service quality related to measurement dimensions Effectiveness,service cost,safety and fairness.Based on this,we constructed the conceptual model of "Internet + government service" citizen’s sense of gain,and described the specific connotation of each element in detail.Thirdly,used the factor analysis method to test and correct the measurement dimensions,which is obtained from the grounded theoretical analysis.And a "Internet + government service" citizen’s sense of gain scale is formed,including 29 items,which is composed of six dimensions: availability,system quality,information quality,service quality,effectiveness and security.Finally,combined with the above analysis,provides countermeasures and suggestions for relevant departments to further develop and improve "Internet + government services" and enhance citizens’ sense of gain.
