| Drug problem is one of the serious social problems faced by all countries in the world today.It is a complex project related to people’s well-being,social harmony,security and stability.At present,the global drug situation is still grim,and China is also suffering from the social problems caused by the drug problem.Drug abuse has become a high risk point endangering public security and a stubborn social disease that all open societies have to face and cannot be ignored.Since the "Drug Control Law of the People’s Republic of China" and "Regulations on Drug Rehabilitation" were promulgated in 2008,China has established a drug rehabilitation model for drug addicts that focuses on compulsory isolation,while community rehabilitation,community rehabilitation and voluntary rehabilitation complement each other.The abolition of the reeducation through labor system in 2013 forced the transformation and development of drug rehabilitation work.Under this background,provinces and cities across the country actively explored the compulsory isolation mode of drug rehabilitation,and formed a compulsory isolation mode with different emphasis and characteristics in mode structure and specific methods.However,in these models,the follow-up care for forcibly isolated drug addicts returning to society is "independent" and "blooming everywhere".In May 2018,the Ministry of Justice issued "on the establishment of the national unified judicial administrative basic patterns of rehabilitation work opinion",for compulsory isolation follow-up care addicts upon their return to society,offered to "help" cohesion as a compulsory isolation detoxification and the main form of community rehabilitation seamless docking,highlight the effective cohesion and social support,In order to strengthen the care of the public service subjects for the addicts after they leave the institution,improve the ability of the addicts to readjust to the society,thus helping them to consolidate the effect of rehabilitation and reduce the relapse rate.This article USES the literature research,questionnaire investigation,sampling interviews and other research methods,through the analysis of the guangzhou compulsory isolation detoxification personnel returning back to the demand of society,social difficulties,deeply analyze the Qiang Jie personnel in the process of return to society,forced isolation rehabilitation centers cohesion between itself and the social public service main body and the existing problems and reasons for help,From the perspective of improving public services,this paper puts forward the optimal path of connecting and helping the addicts in compulsory isolation to return to society,which provides decision-making reference for the government institutions such as compulsory isolation places to promote the addicts to return to society smoothly,achieve the ultimate goal of maintaining moral integrity and reducing the relapse rate.By building leading comprehensive treatment pattern,the party committees and governments to establish perfect cohesion help propaganda,standardization of operation mechanism for ensuring adequate funding for education,and at the same time of strengthening Qiang Jie places own construction,strengthen and other government institutions,social organizations and the coordination of market power can help management to maximize the effectiveness of drug problems. |
