| With the advent of the era of big data,massive data has become an indispensable and important resource in social and economic life.Among all kinds of data,government department data has the characteristics of large scale,high quality and paid by citizens.Accelerating government data opening can not only help individuals,enterprises and social groups to use data to generate additional social and economic benefits,but also promote the transformation of government departments to service-oriented government and governance innovation government,and enhance the credibility of government departments.The open data movement has been started around the world.Shanghai and Beijing took the lead in exploring the government data opening policy in 2012.However,the diffusion of government data opening policy among provincial governments in China is still slow up to now.The establishment of data opening platform is the foundation and medium to realize data opening.Governments of all countries regard the establishment of an integrated and unified government data opening platform as a common practice to adopt data opening policies.According to statistics,as of October 2020,China has launched 142 provincial,sub-provincial and prefecture-level government data opening platforms,including 20 provincial data opening platforms.Generally speaking,the adoption effect of government data opening policy among various provinces in China is not ideal.Therefore,it has become an important issue to explore the paths that governments at all levels follow in the process of spreading data opening policies,clarify the factors that influence governments to adopt data opening policies,and encourage more governments to adopt this policy.Based on the theory of policy diffusion,this paper summarizes the adoption of data opening policies by provincial governments from 2012 to 2020,so as to explore the characteristics,influencing factors and combination paths of provincial diffusion process.The main part of this paper analyzes the diffusion characteristics of data opening policy among provincial governments from four dimensions of time,space,policy theme and path.Secondly,the paper explores the factors influencing the adoption of government data opening policy by using the event history analysis method,and analyzes the path combination of the influencing factors by using qualitative comparison method.The results show that technological human capital,age of leaders,regional location,peer competition pressure,and central signal are significantly correlated with provincial governments’ adoption of government data opening policy.Except for the negative correlation between regional location and government’s adoption of government data opening policy,other variables are positively correlated.Based on the above examination of influencing factors,the qualitative comparative analysis results show that provincial governments adopt data opening policies following four paths,namely policy pressure,cultural incubation,resource-driven and comprehensive synergy.Finally,based on the empirical analysis results of influencing factors,from the perspective of the government as the main body,the following suggestions are put forward for accelerating the diffusion of provincial government data opening policy,including giving full play to their own regional advantages and exploring adaptive paths according to local conditions.Accelerate resources to focus on the field of data opening,improve the training system of big data personnel;Shaping innovative organizational culture and broadening policy exchange and learning channels;Strengthen the central government’s timely policy guidance,optimize the assessment and incentive mechanism.And in view of the shortcomings of this paper and future prospects are discussed. |
