Since the 18 th National Congress of the Communist Party of China,the Party Central Committee and the State Council have continuously deepened the reform of "decentralization,management and service",and with the rapid development of Internet technology,the government has successively issued relevant policies to improve the government services and optimize the business environment.In order to comprehensively,timely and accurately understand enterprises’ and the public’s opinions of and requirements for government services,the Government Work Report(2019)clearly proposed to establish a "good and bad evaluation" system for government services to optimize government services.Since then,31 provinces in China have successively released their own measures of establishing the government service evaluation system,which contributed to the widespread implementation of the "good and bad evaluation" policy of government services in China.Nevertheless,there exists provincial differences regarding the diffusion of innovation of this policy.Therefore,in this context,this thesis while taking the "good and bad evaluation" policy of government services as the object and focusing on the current situation,explores the factors affecting innovation diffusion of the "good and bad evaluation" policy of provincial government services and analyzes the configuration path behind innovation diffusion of the "good and bad evaluation" policy of provincial government services in China’s 31 provincial governments.This thesis is supposed to provide theoretical evidence and methodological reference for innovation diffusion of the "good and bad evaluation" policies regarding government services.With the "good and bad evaluation" policy of government services as the object of the research,this thesis aims to explore the factors and specific configuration paths affecting innovation diffusion of the "good and bad evaluation" policy of provincial government services.Under the framework of diffusion of innovations theory,resource dependence theory and TOE theory,this thesis first analyzes the current situation of innovation diffusion of the "good and bad evaluation" policy of provincial government services,and then further identifies the factors affecting innovation diffusion of the "good and bad evaluation" policy.To this end,the following six conditional variables including technology management ability,technical facility construction,government organization openness,science and technology expenditure,enterprise demand and public demand are selected and used to construct a model to explore the factors affecting innovation diffusion of the "good and bad evaluation" policy of provincial government services.This thesis adopts the crisp-set qualitative comparative analysis approach and the necessary condition analysis,truth table construction,scheme solution formation and robustness test based on the collected data are performed on the fs QCA3.0 software.As suggested by the research results,innovation diffusion of the "good and bad evaluation" policy of provincial government services is the result of the interaction among multiple conditions and concurrent effects,and a total of six conditional configurations leading to the governments’ active adoption of the "good and bad evaluation" policy of government services are formed under the linkage and matching of technical,organizational and environmental factors,which can be classified into five major categories: technology-led,resource-oriented,organization-environment,demand-driven,and technology-organizational configuration paths.In contrast,six conditional configurations are identified to affect the passive adoption of the "good and bad evaluation" policy of government services,which can be grouped into four categories: technology deficiency,resource-demand deficiency,demand deficiency,and compound deficiency.The conclusions of this thesis provide the following enlightenment for innovation diffusion of the "good and bad evaluation" policy of provincial government services which is implemented to optimize government services:at the technical level,we should focus on improving the government’s technical management capacity and accelerating the construction of technical facilities;at the organizational level,it is necessary to enhance the openness of government organizations and create a positive institutional environment;at the same time,expanding investment in science and technology development and optimizing the allocation of resources are also important;at the environmental level,more attention should be paid to the changes of external environment,the interests of enterprises and the needs of the public.
