Research On Local Government’s Optimization Of University’s Surrounding Security Environment From The Perspective Of Collaborative Governance Of Local Government And Universities

Colleges are an important place for the party to educate people for the country,are an important institution to promote the stable development of society,and occupie a special position in the governance of urban security.A good security environment around colleges will directly affect the stability of society and the quality of talent training.District H of City G is far away from the central city and the regional development is relatively lagging behind In recent years,the talent cultivation of colleges in H has injected more dynamic energy to serve regional development.As an important teaching and research institution,the colleges need a relatively safe and stable security environment as an important environmental variable to support the mission and important responsibilities of the university.This paper takes H district of G city as an observation sample to gain insight into the current situation of the security environment around colleges and analyze the main problems of the security environment.At the same time,research and questionnaire interviews were conducted to understand the various contributing factors to the poor security environment.On this basis,the theory of collaborative governance is used as the theoretical basis to explore how to realize the collaborative governance of local government and universities,and to promote the optimization of the security environment around colleges and universities with collaborative efforts.The main problems of the security environment around the colleges in H district of G city are: the government-school cooperation mode of security management around the periphery is far from being formed,the situation of security management around the periphery is not optimistic,and the social conflicts around the campus economic circle are increasingly intertwined and complicated.Based on the perspective of synergy between government and universities,the real causal factors affecting the security environment around colleges can be found more clearly.The lack of collaborative governance by governmental functionaries,the lack of integration of internal governance by colleges,and the fact that the collaborative governance mechanism between government and universities has not yet been institutionalized are the three main contributing factors.Combining the existing research results and drawing on the domestic and international experience in managing the security environment of colleges,the thesis proposes countermeasures to optimize the security environment around colleges in H district.The government provides public power guarantee for optimizing the security environment around colleges,and colleges need to take multiple measures to promote the optimization of the security environment around them and enhance the coupling degree of the double helix of government and schools,so as to promote the healthy development of the security environment around colleges.In particular,multiple efforts are needed to enhance the coupling degree of double helix collaborative governance of government and colleges,including building a common governance platform around universities with the participation of multiple subjects,promoting the intelligence of collaborative policing tools around colleges,integrating the strength of all parties to optimize the resource allocation of campus security management,introducing the campus police model and diversified operation of multidepartmental cooperation,and making joint efforts to improve the quality and ability of the subjects of governance around universities.Finally,the conclusions of the paper are summarized and refined,mainly including the main conclusions drawn from the study and the shortcomings of the study.
