| Strengthening human settlements environmental governance in rural pastoral areas and accelerating the improvement of the human settlements environment in rural pastoral areas is an important decision taken by the Central Committee with Comrade Xi Jinping at the core,from a strategic and overall perspective.Accelerating the improvement of the human settlement environment in rural pastoral areas is not only an important measure to promote the revitalization of rural areas and the modernization of agricultural rural areas in an all-round way,but also an inevitable requirement to solve the persistent imbalance and inadequacy in the process of urban and rural development and accelerate the coordinated development of urban and rural areas.Since the implementation of the Three-Year Action Plan for the Improvement of Rural Habitat Environment in 2018,the living environment in rural pastoral areas in China has been greatly improved.The situation of "squalor" that has always existed in rural pastoral areas has been reversed,and the willingness of farmers and herdsmen to participate in the environmental management of human settlements and the concept of hygiene in human settlements have changed considerably.However,compared with urban areas,China’s rural pastoral areas,due to their large area and workload,still have many problems in the process of human settlements environmental governance,such as poor overall quality,shortcoming in governance and a low willingness to participate by farmers and herdsmen.This paper takes L Town of Barrin Right Banner as the research object,focuses on the governance of living environment in rural pastoral areas,on the basis of domestic and foreign research literature,and takes field research,questionnaire survey,interview and other methods to understand the governance of rural pastoral areas in L Town.On all kinds of data and data,on the basis of found L Town in rural pastoral area living environment renovation work in living environment governance role is not strong,living environment supervision and management does not reach the designated position,living environment infrastructure shortage,village planning and traditional farming way to reduce management results and so on four aspects question.In view of the above problems,analyzing the reasons from the aspects of governance subject,long-term mechanism,capital investment and comprehensive planning of rural pastoral areas,the author puts forward several countermeasures for the living environment of rural pastoral areas: first,improve the multiple governance mode,play the joint force;second,improve the long-term management mechanism,strengthen the mechanism guarantee,strengthen the capital guarantee,and optimize the rural pastoral areas comprehensive planning and implement the new development concept.It is expected to provide scientific and feasible beneficial support for L Town to improve the living environment of rural pastoral areas during the 14 th Five-Year Plan period,and to support the living environment of rural pastoral areas Continue to provide ideas for development. |
