A Study On The Social Governance Problems And Countermeasures Of J Street Office In District H,Yangzhou

In 2020,Jiangsu province implemented the institutional reform of townships(sub districts),vigorously promoted the reform experience of "three integration" to townships(sub districts)throughout the province,constantly strengthened the comprehensive leadership of the party,and generally built the "1+4" grass-roots governance model of "one window for approval services,one team for comprehensive law enforcement,one grid for grass-roots governance,and one center for command and dispatching".The purpose is to integrate the power of grass-roots political power,optimize the allocation and service of grass-roots functions,and enhance the efficiency of grass-roots social governance.In the face of the new adjustment of power,institutions and resources,how to give full play to the reform effect in the grass-roots social governance,and at the same time,explore and solve the existing social governance problems of townships(sub districts)require in-depth investigation and research in combination with the actual situation.Yangzhou city is a pilot city for the reform of township(sub district)institutions in Jiangsu Province.Combined with the impact of the reform on the main institutions and functions of social governance in J sub district of H District,this paper studies the social governance of this sub district based on the new public service theory,good governance theory and multi center governance theory,using the methods of literature analysis,investigation and theoretical analysis.The results show that the main problems in the social governance of the sub district are:(1)the functions of the new institutions of the sub district governance are not smooth;(2)The supply function of street public service is not fully played;(3)The lack of in-depth exploration of social governance in the streets and the reasons behind these problems mainly lie in:(1)Institutional reform is not enough;(2)The transformation of government functions is not complete;(3)The concept of social governance needs to be improved.Finally,based on the research conclusion and drawing on the experience of domestic typical cases of social governance,the paper puts forward countermeasures and suggestions to solve the social governance problems of J sub district in H District,that is,a series of feasible measures that can be taken in deepening institutional reform,promoting the transformation of government functions,and optimizing the concept of social governance,including reasonably dividing the ownership of rights and responsibilities,comprehensively improving the capacity of empowerment,improving the linkage and cooperation mechanism of departments Emphasize the core value concept of serving the people,reform the existing responsibility assessment system,enhance the effectiveness of grassroots democratic supervision,promote the collaborative governance of multiple subjects,enhance the leading role of both morality and law,and make good use of information technology to participate in governance.
